ISSUE
On March 2, 2016, the Rosemount City Council approved a resolution authorizing a special referendum to
be held this spring.The referendum will be held on Tuesda,y,May 17 and will ask voters to consider
approving up to $15,000,000 in genexal obligation bonds to fund the acquisition,betterment, construction
and Yelated costs of various recreational facilities.T'he facilities include a new indoor ice axena,two
additional baseball/softball fields at the UMore Ball Fields plus lights on all four fields, foux additional
athletic fields for soccer,lacrosse and football at the Flint Hills Athletic Complex,and an ice
ska,ting/events plaza and new play area at Central Park.
T'he referendum brochure that was recendy emailed to the Commission members and mailed to
Rosemount residents will be available at the meeting.As you might have noticed,the Rosemount Area
Hockey Associa,tion Boaxd recently approved contributing$750,000 to the new ice rink project.The
$750,000 would be paid to the City over twenty yeaxs.
The City is planning to hold two informational meetings.The fitst will be held on Thursda,y,Apri128,
2016,at the Rosemount Community Centex and the second meeting will be held on Thursday,May 5 at
the Steeple Center.Both meeting will run ftom 6:00 pm—7:30 pm.

he Rosemount City Council is asking voters to decide whether to allow the City to borrow
mone��to build new and to expand existing recreational facilities. The referendum on
�l�uesday, May 17, would authorize the City to issue bonds for an amount not to exceed$15
rnillion, to be paid off over 20 years through an increase in Rosemount's share of the property tax.
The proposal �vould cover four areas:
� • a ne�v indoor sheet of ice
• additional baseball and softball fields at UMore Park
• aciditional athletic fields for soccer, lacrosse, and football at Flint Hills Athletic Complex
• an ice skating/event plaza and play area at Central Park
� Over the past year, the City Council has met with leaders of the volunteer groups that provide
recreational programs in the community. Those groups have provided information to the City about
participation in their programs and their projections for growth. In addition, the Rosemount Area
Hockey Association has notified the Ciry that the group intends to contribute$750,000 over 20
years roward construction of the new ice sheet, which would reduce the cost to residents. The City
and the Association are in the process of negotiating an agreement for the group's use of and its
�1 coiltribution toward the proposed sheet.
It's been a prioriry of the Ciry Council to support activities that keep all residents, and especially
young people, active in a positive and healthy way. Rosemount continues to have a population with a
� � � ;,, higher proportion of youth than most of the metro area.

"Shall the City of Rosemount, Minnesota, be authorized to issue its
general obligation bonds in an amount not to exceed$15,000,000 to

of recreational facilities, including a new indoor ice arena; additional
baseball and softball fields at UMore Park; additional athletic fields for
soccer, lacrosse and football at Flint Hills athletic complex; and an Ice
