Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included the following; o City Administrator Johnson o City Attorney Tietjen o Director of Public Works/City Engineer Wrase o City Clerk Hadler The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no changes to the agenda. Motion by DeBettignies. Second by Weisensel. Motion to Adopt the Agenda. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 19TH, 2016 Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Adopt Assessment Roll / Receive Bids / Award Contract – Danbury Way Improvement Project Director of Public Works / City Engineer Wrase gave an overview of the project. There is 1.2 miles of road in the rural residential project. The road condition is rated at “0” and the road cannot be mill and overlayed, only patched. Mr. Wrase noted hearings and surveys in the past 10 years to gauge public interest and gather feedback. He discussed some of the features of the project; recycling pavement for use in the subgrade, rain gardens, treatment facilities, etc. Mr. Wrase discussed the project costs and funding strategy. The total project cost is bid at $1,543,129 and will be funded by the Street CIP, Storm Utility Fund, and Property Assessments. Mr. Wrase noted that any resident wishing to formally object to the proposed assessment must provide an objection in writing at this meeting. Mr. Wrase provided the proposed project schedule. Council member DeBettignies inquired about the September 2016 deadline; does that mean the end of September or by September? Mr. Wrase stated he believed it was the middle of September. Council member Demuth inquired about details of the rain gardens. Mr. Wrase explained that the City will fund the installation of the rain gardens. The agreement with the residents requires that the residents take on the annual maintenance of the gardens. Residents will receive a partial credit on their storm water utility bill. Council member Demuth asked if there would be an opportunity for someone to add a rain garden at a later date. Mr. Wrase stated there would be, up to an undetermined point prior to the project being completed. Mayor Droste opened the Public Hearing at 7:17 pm. Mr. John Rutoski, 12509 Danbury Way, asked about road closures, given his varied work schedule. Mr. Wrase explained that the City will work with the contractor to maintain access to their property. Mr. Rutoski asked how far up the driveways the construction will go. Mr. Wrase explained it will depend on the situation. Mr. Rutoski asked about the installation of high speed internet while things are dug up. Mr. Wrase stated that Frontier opted not to extent high speed internet due to the cost. Carl Rock, 12565 Danbury Way, inquired about utilities; will they be disconnected at all during the construction? Mr. Wrase explained that the intent was to never disconnect, but it could happen. The contractors are to perform utility locates and hand-dig around any utility structure. Pat Reid, 12562 Danbury Way, stated that the electricity at his home goes under the street. Mr. Reid stated concerns with a loss of electricity due to his wife’s medical condition. Mr. Wrase stated the contractor would do everything he can to avoid disconnection. He also asked about access to the ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 19TH, 2016 fire and medical services. Mr. Wrase explained how the contractor will maintain access in the road throughout the project. Mr. Reid inquired about more detailed dates. Mr. Wrase explained that after the construction meeting, a letter will be sent to residents with project details. Mayor Droste asked Mr. Wrase to note the special medical needs of the neighborhood and forward to the contractor. Council member DeBettignies asked if any other addresses have special needs. Motion to Adopt a Resolution Adopting the Assessment Roll for the Danbury Way Improvements Project, City Project 453. Motion by DeBettignies. Second by Nelson. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Motion to Adopt a Resolution Receiving Bids and Awarding the Contract for the Danbury Way Improvements Project, City Project 453. Motion by DeBettignies. Second by Weisensel. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. 7. b. Municipal Consent - TH 52 / CSAH 42 Interchange This public hearing was continued from April 5, 2016 meeting. Director of Public Works / City Engineer Wrase gave a brief overview of the project. The project will lengthen and widen the Highway 52 bridges over County Road 42, to allow better sight lines at the intersections and increase safety. The option that is being recommended is to close through-traffic on 42 and detour traffic appropriately. This option could potentially save approximately $800,000. The project cost is estimated at $17.8 million. Funding will come from Federal sources, a Transportation and Economic Development (TED) Grant from MnDot, Dakota County, and the City. The City portion is estimated at $2,113,852, which will come from either a bonding bill grant from the Legislature or state MSA funds allocated to the City ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 19TH, 2016 Staff also suggests extending the trunk water main for the length of the project, which would save about $600,000 over time. Mayor Droste asked about the fire service for businesses. Mr. Wrase explained that there is a 6 inch main to those properties, which currently cannot provide the high-flow needed for businesses. Council member DeBettignies asked about the extent of the project. Mr. Wrase showed a wide view aerial image of the project. Council member Nelson inquired about the speed limit under the underpass. Mr. Wrase explained that the speed of 55 mph would be maintained. Mr. Nelson expressed concerns about Wayne Transport trucks, which transport fuel, having to turn left across 4 lanes of traffic. Mr. Jacob Rezak, of Dakota County explained that the additional lanes of traffic would allow for more gaps for traffic to cross through and that they had run a computer simulation to verify this. Council member Nelson inquired about the timing of the cloverleaf. Mr. Rezak stated that it is not currently scheduled. Council member Demuth thanked the County for their efforts to obtain the grant. Mayor Droste noted the efforts of County Commissioner Schouweiller working for funding from the state. Public hearing closed at 7:53 pm. Motion to close the public hearing. Motion by Droste. Motion to Adopt a Resolution Ordering the installation of Trunk Watermain throughout the extent of the improvements to CSAH 42, in coordination with the Dakota County Project to Reconstruct the Interchange at TH 52 and CSAH 42, Dakota County Project No. 42-82, City of Rosemount Project 461. OLD BUSINESS NEW BUSINESS ANNOUNCEMENTS Mayor Droste congratulated the Rosemount High School band, as they’ve been awarded a spot in the Macy’s 2017 Thanksgiving Day Parade. Mayor Droste noted that he signed up for the Mayor’s Water Challenge. Residents can sign up and if the City gets more signatures than others, the City and residents can win prizes. Mayor Droste reviewed the calendar of events.
