RECOMMENDED ACTION: Motion to Authorize an Amendment to the Current
Professional Services Agreement with WSB and Associates, Inc. Extending
Project/Assistant City Engineer Services from June 1, 2016 through December 31, 2016
ISSUE
Consider authorizing execution of an amendment to the current Professional Services Agreement with
WSB and Associates, Inc. (WSB) for extension of the Project/Assistant City Engineer services through
December 31, 2016.
BACKGROUND
The contracted Assistant City Engineer provides support to the Public Works Director/City Engineer
with the project management of ongoing public improvement programs (i.e. pavement management),
coordination of private and public development projects, management of the City’s Municipal State Aid
Street system, response to resident concerns related to traffic safety, utilities and drainage, review of
commercial and residential site plans for conformance to city standards, coordination of private utility
operators within the public right of way, the preparation of staff reports to the City Council for
engineering related projects and the management of design consultants for development projects and as
time allows, the design of streets and utilities (water, sewer and storm sewer). In October 2015, the City
contracted with WSB to continue this position through July 1, 2016.
Staff is reviewing whether or not an internal Assistant City Engineer position may be economically
justifiable at this time. Staff will be conducting further analysis of the general fund impacts during the
upcoming 2017 budgeting efforts. However, with the status of projects being finalized for 2016
construction and the impending construction season, it is recommended that the contracted Assistant City
Engineer be continued for the remainder of 2016.
SUMMARY
Staff is requesting City Council authorization to execute an amendment to the current Professional
Services Agreement with WSB for extension of the Project/Assistant City Engineer services from June 1,
2016 through December 31, 2016.

for Project/Assistant City Engineer Services
Dear Mr. Wrase:
We are pleased to provide this amendment to extend the term of the Professional Services Agreement
for Project/Assistant City Engineer Services between the City of Rosemount and WSB & Associates, Inc.
executed on October 7, 2015 (attached).
From our discussions, we would propose to maintain all terms of the agreement and extend the term
date from July 1, 2016 to December 31, 2016.
