ATTACHMENTS: Quotes APPROVED BY: ddj RECOMMENDED ACTION: Discussion ISSUE Staff wishes to provide Council with updated information about the Heating, Ventilation and Air Conditioning (HVAC) master control system purchase, as originally discussed at the March 9, 2016 City Council Work Session: The following quotes were acquired for the HVAC control system, copies of which are attached. Company Base Quote Final Estimated Cost Yale Mechanical $84,955 $89,955 with same number of Remote Terminal Units (RTUs) Corporate Mechanical $84,360 $85,260 with new gas monitor NAC Mechanical & Electrical $82,444 $85,454 with recommended alternates BACKGROUND The purchase of an HVAC master control system for City Hall was originally discussed at the March 9, 2016 City Council Work Session. At that time, Council members requested that staff research the item further to verify if the quotes were equally comparable, and whether or not there were issues with proprietary software or equipment proposed in any of the quotes. In response, staff enlisted the services of a mechanical engineer with IS-Group to review the quotes and provide an opinion about which quote offered the best value for the City. The engineer reviewed the quotes and spoke with two City staff members to ensure he had the information he needed to provide a thorough response. The total cost of this review and feedback was $250. The following pages contain the mechanical engineer’s responses to specific questions from City staff, as well as a comparison matrix to illustrate the similarities and differences between the quotes. 2 Q: Do the quotes from Corporate Mechanical and Yale both include the same Alternates that are specified as “extras” in the NAC quote? A: No they do not. NAC is offering to upgrade components. Q: Are the quotes covering the exact same services and equipment? Do any of the quotes contain items that are not in the others? A: See the attached Matrix. The Yale quote did not include all of the Remote Terminal Units (RTUs); they are asking for an additional $5,000 to include the additional two RTUs. Q: Do any of the quotes require using proprietary equipment to compliment the software, or are we free to choose from multiple brands for ongoing maintenance/upgrades/etc.? A: NAC and Yale are proposing the Alerton Compass system which is BACnet (communication protocol) compatible. Other BACnet systems can be integrated, but it would always require programming on the Alerton system level. Corporate Mechanical is proposing the Honeywell-Niagara AX. This system is considered to be more “open,” meaning it can integrate BACnet systems as well as other systems using different communications protocols. However the Honeywell-Niagara system also does have some proprietary items that will require a Honeywell-Niagara AX Contractor. BACnet has become a standard communication protocol in the HVAC industry. Most equipment manufacturers offer it as an option and it can be integrated into BACnet-based HVAC control systems. The Niagara-AX platform uses JAVA-based framework, and it requires an annual license fee to keep it active. (Note – Staff confirmed with Corporate Mechanical that there is not an annual license fee, but there may be ongoing upgrade fees whenever we implement Windows or Java updates). Q: Which of the quotes appears to provide the best value? A: Based on conversations with the City, I don’t believe a system like the Honeywell Niagara AX system is necessary because it is unlikely that other systems such as lighting, security, fire alarm, etc. (which may use other communication protocols) will ever be integrated into the HVAC control system. In addition, it appears the City has had previous issues with JAVA compatibility. In my opinion the NAC quote would provide the best value for the City. 3 4 The total cost for the control panel, additional sensors, and gas monitor from NAC is $85,454. The contractor will apply for an Xcel Energy rebate on the City’s behalf. The rebate is expected to be in the range of 10-25% of the overall project cost, bringing the net cost down to $64,100 - $76,900. SUMMARY Based on the information provided by the mechanical engineer at IS-Group, staff recommends accepting the quote of NAC Mechanical & Electrical for the installation of the HVAC master control system. Proposed Solution: NAC will install a new Alerton Compass head end system, (See Attachment A). This solution removes the multiple issues that cause JAVA based building control systems to lock up and fail. There are currently four (4) contractors that service these controls that reside in the Twin Cities area. All programming tools,software etc.will be left with the owners. All software will be accessible by the owners. Integration NAC has extensive experience with BACnet protocols and older Honeywell systems. Many of our customers require integration to keep costs low and we have been successfully doing so for 25 years. Web-Based Front End NAC will furnish, program and configure a complete web-based front end BAS system for easy access. The system will be accessible from the following locations The BAS front end operator workstation Anywhere an internet connection is had (with permission, coordinated with owner IT staff) OperatorTraining NAC will train Rosemount City Hall personnel on the specifications, or as needed to gain a comprehensive understanding of the system,schedules,trending and alarms. Warranty and Service Plan The systern will be warrantied for a period of one(1)year after substantial completion. NAC has one of the largest service divisions in the Twin Cities and makes serving our existing customers a priority. Proposed Timetable If awarded, NAC will begin engineering submittals right away. Long lead items will be addressed first. NAC will coordinate with building staff to reduce shutdowns and provide a swift changeover to DDC controls. We will complete in the proposed timeline of 90 days from project approval. The goal will to have the system operational before summer if approval happens in the next two weeks.
