ISSUE
In response to redevelopment initiatives in the Downtown, the City purchased land in the Canada Circle
area to allow for relocation of some previously sited Downtown businesses. The intention was to permit a
place to land for the more auto related uses that were not consistent with the long term development
strategy for the Downtown. The area is shown in the feasibility study and includes excess right of way
obtained from Dakota County and the State. The second portion of the information provides an extended
development scenario that would include the City Dump site, which public works currently uses as a
staging area and storage of materials.
One of the Downtown businesses contacted me, checking to see if we still had the property available,
which we do. We have also mentioned the property to various users who have a business with some
outside storage. Because the site is unimproved, and because the entire site needs to be graded to balance
the site, there hasn’t been any activity.
Staff would like to familiarize the Port Authority with the property and the issues associated. Included in
the 2006 Study are estimated costs associated with the grading, installation of cul de sac, and sanitary sewer
extension. The cost would need to be revised to reflect today’s costs. Additionally, the extra information
illustrates a larger development concept which would need to be evaluated for development costs. The
greater expansion project would also displace the dump site being used by the Public Works. The storage
and staging is critical to the operations of the public works department and would need to be replaced
elsewhere in the community. Investigation of the dump site by Dakota County also indicates that the
development potential of the site is limited and may only include pavement. In other words, if may be
more financially feasible to develop the smaller four lot proposal rather than the larger one.
RECOMMENDATION
Staff would like to introduce this subject and provide information to the Commissioners about the
potential for development in the Canada Circle area. However, at present, there has been no funding
identified to assist in grading, utility extension and road improvements.
