for City Hall From NAC Mechanical & Electrical
ISSUE
Staff is seeking City Council authorization to purchase the Heating, Ventilation and Air Conditioning
(HVAC) master control system from NAC Mechanical & Electrical, as discussed at the City Council Work
Sessions on March 9 and May 9, 2016.
The following quotes were acquired for the HVAC control system, copies of which are attached.

Terminal Units (RTUs)
Corporate Mechanical $84,360 $85,260 with new gas monitor
NAC Mechanical & Electrical $82,444 $85,454 with recommended alternates
BACKGROUND
At the May 9, 2016 City Council Work Session, staff presented the results of a review performed by a
mechanical engineer with IS-Group of the three quotes mentioned above. Based on the information
provided by the mechanical engineer, staff recommends accepting the quote from NAC Mechanical &
Electrical to perform the work as outlined in their quote.
The total cost for the control panel, additional sensors, and gas monitor from NAC is $85,454. The
contractor will apply for an Xcel Energy rebate on the City’s behalf. The rebate is expected to be in the
range of 10-25% of the overall project cost, bringing the net cost down to $64,100 - $76,900, which is
below the $85,000 that is budgeted for this item in the 2016 CIP.
SUMMARY
Staff is requesting Council authorization to purchase the City Hall HVAC control system from NAC
Mechanical & Electrical.

RE: Rosemount City Hall Building Controls Retrofit
Current Situation: The building's current HVAC control system is old and components to repair the head
end are no longer readily available.
Proposed Solution: NAC will install a new Alerton Compass head end system, (See Attachment A). This
solution removes the multiple issues that cause JAVA based building control systems to lock up and fail.
NAC will convert the entire HVAC system to direct digital controls including the following:
NAC to remove the existing controls for the RTU's boilers, reheat coils and VAV boxes

o Project to assume RTU's have conduit capacity for low voltage network cabling
o Full base automation
2)Trane Itelipak rooftop units
o Project to assume RTU's have conduit capacity for low voltage network cabling
o Providing set-point integration and monitoring set-points

Open Communication Standards
NAC is a licensed Alerton Controls dealer. There are currently four (4) contractors that
service these controls that reside in the Twin Cities area.
All programming tools,software etc.will be left with the owners.
All software will be accessible by the owners.
Integration
NAC has extensive experience with BACnet protocols and older Honeywell systems.
Many of our customers require integration to keep costs low and we have
been successfully doing so for 25 years.
Web-Based Front End
NAC will furnish, program and configure a complete web-based front end BAS system
for easy access.
The system will be accessible from the following locations
The BAS front end operator workstation
Anywhere an internet connection is had (with permission, coordinated
with owner IT staff)
OperatorTraining
NAC will train Rosemount City Hall personnel on the specifications, or as needed to
gain a comprehensive understanding of the system,schedules,trending and alarms.
Warranty and Service Plan
The systern will be warrantied for a period of one(1)year after substantial completion.
NAC has one of the largest service divisions in the Twin Cities and makes serving
our existing customers a priority.
Proposed Timetable
If awarded, NAC will begin engineering submittals right away. Long lead items will be
addressed first. NAC will coordinate with building staff to reduce shutdowns and
provide a swift changeover to DDC controls. We will complete in the proposed
timeline of 90 days from project approval. The goal will to have the system
operational before summer if approval happens in the next two weeks.

the project kicking off.

Xcel Rebate:This project will qualify for an Xcel rebate based on the project scope. NAC will handle all of
the paperwork so this project can get the maximum rebate allowed. Typically we see rebates in the
range of 10-25%of the overall project.This rebate will be quantified prior to starting the project.
Project Note(s):
1. Proposal based upon regular weekday working hours.
2. Pricing assumes existing valves; piping, steam traps, and mechanical systems are in proper
functioning condition and can be reused.
3. Existing wiring will be reused wherever possible
4. Client to provide workstation, monitor and network connection for PC and Global Controller.
5. Temperature Sensors are flat plate.
6. Plenum cable to be used where code allows.
7. Wire mold will be used were it is not possible to fish wire to units (i.e. entry way)

NAC will design and develop`Floor Plan'style graphics and `Menu List'styles of navigation. Custom
equipment graphics will be included (for AHU, DX Units,VAVs, etc.). NAC's control system will monitor
and trend all relevant points in the system including the ones provided by Rosemount City Hall on their
Points Lists document.
