RECOMMENDED ACTIONS: Approve of a Resolution to Reject the Bids for the 1.5 Million
Gallon Ground Storage Reservoir and Booster Station, Engineering Project 179
BACKGROUND:
At the December 15, 2015 meeting the Council received the plans and specifications and authorized the
advertisement for bids for the 1.5 Million Gallon Ground Storage Reservoir and Booster Station project
(“project”), with bids scheduled to be received on January 21, 2016.
Revised estimates prepared with the final bid documents indicated that the anticipated cost of the project
had increased from $4,138,000 projected in the April 2015 preliminary estimates to $6,028,281. With the
significant cost increase for the project a review of the project was conducted by a third party engineering
consultant. The review recommended that the project could be delayed without adversely impacting the
water system operation and that several cost savings opportunities could be examined in the ensuing time.
Bids were received for the project on January 21, 2016 and ranged from $5,393,600 to $7,397,000 for the
preferred project alternate. Due to the increased project cost, reduced urgency and potential future cost
savings opportunities, Staff is recommending that the Council reject the bids for the project at this time.
A system wide water facilities plan will be prepared to determine the most appropriate course of action for
implementing water supply, treatment and storage additions.
SUMMARY:
Staff recommends that the 1.5 Million Gallon Ground Storage Reservoir and Booster Station be delayed
and that bids be rejected at this time.

RESOLUTION 2016 -
A RESOLUTION REJECTING ALL BIDS FOR THE
1.5 MILLION GALLON RESERVOIR AND BOOSTER STATION
ENGINEERING PROJECT 179
WHEREAS, the City Council of the City of Rosemount had ordered the Advertisement for Bids for
the 1.5MG Ground Storage Tank and Booster Station, Engineering Project 179 and such bids were
opened and read aloud on January 21, 2016; and
WHEREAS, due to increased project cost, reduced urgency and potential future cost savings
opportunities, the Council has determined that it is in the public interest to reject all bids at this time.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
1. All bids for the 1.5 MG Ground Storage Tank and Booster Station are hereby rejected.
ADOPTED this 16th day of May, 2016.
