1. CALL TO ORDER: Eliason called the meeting to order at 7:02 p.m.
2. ADDITIONS TO THE AGENDA: None.
3. APPROVAL OF THE NOVEMBER 23,2015 MEETING MINLTTES: MOTION by Farxell to
approve the minutes of the November 23,2015 meeting with the following corrections: 7. a. CIP Budget
—Pxoject Planning: in the sixth sentence UMoxe should be changed to Flint Hills Resources;and 7. b.
Director's Report—USSA Hall of Fame: change conducted to inducted. SECOND by Tilson. Ayes: 3
Nays: 0 Motion passed.

G. OLD BUSINESS:
a. Project Planning—Schultz handed out a"Possible Future Projects"list from the City Council.
The items on the list wexe in no specific order. T'hYee items ftom this list that have been brought
to the Parks and Recxeation Commission axe soccer tuxf field/dome,a second sheet of ice, and
indoor basketball/volleyball courts.
Per Schultz, the City Council approved a letter of commitment for development support fox the
private developer who would like to build a field house in Rosemount, and the developer has
signed and returned it. Now the developer has to raise capital to move forward.
Schultz handed out a "REV: Flint Hills Turf—Proposed usage schedule" that was created by
Dakota Rev. Until we know their financia.l commitment,we would not commit to any schedule,
and scheduling would have to be discussed with all the user groups.
Schultz xeviewed the items on the Council's "Possible Future Pxoject"list and the "Parks and
Recreation Project List". Pex Schultz, the Council's list will be updated as they discuss the projects
more. The Commission thought we should wait to see where the City Council is going, and which
items would be using City funds. Buckthorn removal (in the CIP fox 2017)was discussed and
Schultz mentioned that there are grants available fox this type of pxoject. The following were also
discussed: Pooling$15,000 remaining from the Jaycee Park pYoject with baseball and softball fox
shade canopies foY dugouts;a xefrigerated outdoor sheet of ice (Schultz will get an estimate);the
Leo A. Daly plan for an additional sheet of indoor ice (the Community Center would lose
approximately 120 paxking spots with the current plan and we would need to get school district
approval. Sta,ff needs to meet with the architect; they are working on a better option.);could we
paxtner with the school district fox use of fields at the new school (similax to the parmership at
Shannon Park Elementary School), can we find out the financia.l means of the $1 million donation

Dakota Rev has mentioned they would give for the turf pxoject,and also what contribution RAHA
would give for the second sheet of ice.
This item was tabled until January when we will have more information.
7. NEW BUSINESS:
a. Director's Report-The pa.rk impxovement fund balance as of November 30,2015 was
$435,499.53.
Activity Updates —Garden plots wexe tilled in early November,work on repairs to batting
cages at Jaycee Park began this fall,work on Ailesbury (formerly Prestwick) Park ended fox the
year and will be finished in the spring of 2016;a tempoxary rink was installed at Jaycee Park,
and a waxming shelter was delivered to Bloomfield Paxk on Dec. 2.
Breakfast with Santa—This event took place on December 5,with approximately 100 kids
plus their family membexs in attendance.
8. ADJOURNMENT - MOTION by Tilson to adjourn the meeting. SECOND by Farxell.
Ayes: 3 Nays: 0 Motion passed. The meeting was adjourned at 8:15 p.m.
