CALL TO ORDER: Eliason called the meeting to oxder at 7:00 p.m. Z. ADDITIONS TO THE AGENDA: None. 3. APPROVAL OF THE OCTOBER 25,2015 MEETING MINUTES: MOTION by Young to appxove the minutes of the Octobex 25, 2015 meeting. SECOND by Tilson. Ayes: 5 Nays: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 6. OLD BUSINESS: None a. Parks and Recreation Fees—Information on current fees as well as fee comparison spreadsheets was included in this month's packet. Schultz xeviewed the fee comparison spreadsheets for the vaxious facilities. Sta.ff was not recommending any fee changes for 2016. Bartz asked why home owneYs associations pay a rental fee when they axe not-for-profit oxganizations. Schultz will check on this and report back. MOTION by Farxell to appxove the fees with no increase from the 2015 fees. SECOND by Young. Ayes: 5 Nays: 0 Motion passed. 7. NEW BUSINESS: a. Capital Improvement Program (CIP) Budget—Project Planning—This item was being bxought back for furthex discussion. Schultz met with representatives from the high school xegarding the proposed second sheet of ice to discuss the possibility of fitting the xink in the parking lot on the south side of the current rink and then using school district land south of the sports dome fox parking. Parking and access to the Communiry Center Banquet Hall would still be an issue for users. The design firm that is studying this project is still trying to come up with a design and location that would best accommodate a.11 users. Schultz will bring the results of the study back to next month's meeting. The City Council has funds in their budget to hire an engineering/axchitecture firm to come up with a plan fox artificial tuYf at the UMoxe ball fields. We should have information from them soon. As far as the artificial tu�f,we would need to do a feasibility study,we need to determine equitable use of the axtificial tuxf fields, and we also have to consider parking. Dakota Rev has submitted a request for field use,and it will be included in the December Commission packet. Eliason pointed out that we have two issues: a second sheet of ice and artificial turf fox Dakota Rev. Young asked fox the timeline for the City Council making a decision on what facilities they support. Schultz will ask the City Council about the athletic fields at Flint Hills Athletic Complex and the UMore ball field pxoject. In December Schultz will also bring back feasibility study information regaxding the following items: 1. Using ISD 196 property for parking;2. A cost estimate fox artificial turf and suggested field sharing plan; 3. An update on the field house project. - 1 - PARKS & RECREATION COMMISSION November 23, 2015 Regular Meeting The Commission asked about the priority of the items on the Paxks and Recreation Project List as far as the CIP Budget for 2016-2025+future.The items on the list have been discussed at many commission meetings. Many of the items that the Commission had listed as prioxity axe either listed years in the future on the CIP Budget, ox they are listed on the page for"Future" items with no yeax designated. Some items are not included in the CIP Budget at all. The Commission has spent a lot of time creating this list, and discussing and assigning priority to the items on the list, and a lot theit priorities don't seem to be priorities as far as the CIP Budget. b. Director's Report-The park improvement fund bala,nce as of October 31,2015 was $556,044.49. Haunted Woods Trail—Appxoximately 3,200 people, 1,465 of whom were kids,attended the Haunted Woods Trail event. Over 1,1001bs. of food was donated for the Rosemount Family Resource Centex. Friday Night Live—This teen event was held on Friday, October 23. Approxixnately 135 kids attended. USSA Hall of Fame—Lacelle Cordes, Recxeation Supervisor,will be conducted into the USSA Hall of Fame in January of 2016. Community Gardens—This yeax's community gardens were very popular and successful. One of the participants e-mailed to let us know how much they appreciated the opportunity to participate in the program, and that the city provided water for the gaxdens. SORR Mother/Son Super Hero Event—This event took place on November 7. Seventy-si�c mother/son couples attended. 8. ADJOURNMENT -MOTION by Faxxell to adjourn the meeting. SECOND by Young.
