Special Meeting
Members Present: Maureen Bartz, Jason Eisold, Mike Eliason, Barb Farrell
Members Absent: JoAnne Cope
Staff Present: Dan Schultz, Director of Parks and Recreation and Tom Schuster, Parks Supervisor

1. CALL TO ORDER: Eliason called the meeting to order at 7:02 p.m.
2. AUDIENCE INPUT: None
3. DISCUSSION (Response to Audience Input): None
4. OLD BUSINESS:
a. Jaycee Park Playground Equipment — Tom Schuster, Parks Supervisor provided some
background on the RFP (Request for proposal) and the existing conditions at the site. Schuster then
gave an overview for each of the playground proposals. After reviewing each proposal, the
Commissioners were provided the results of the scoring that was done by review team that consisted
of a City Council member, two Parks and Recreation Commissioners and two staff. The
Commission then discussed and reviewed each of the proposals. As they reviewed the proposals they
would eliminate one proposal until they had their top three choices which included the proposals
from: Flannagan Sales — Little Tykes (large tower and rope climber)
Midwest Playscapes — Playworld Systems (Natural /Tree Fort theme and Play Web)
St. Croix Recreation - Burke (Large play structure and small structure over wall)
The Parks and Recreation Commission felt the proposals from Flannigan Sales and Midwest
Playscapes were their top two choices. The Flannagan proposals provided for a destination type play
structure. The Commission also felt that the Midwest Playscapes proposal with the natural /tree
house theme would also be popular because of creative play opportunities that are possible.
The Commission did discuss the possibility of switching out a few pieces of equipment on the
Playworld design to enhance the natural theme.
ADJOURNMENT - MOTION by Bartz to adjourn the meeting. SECOND by Farrell.
Ayes: 4 Nays: 0 Motion passed. The meeting was adjourned at 8:25 p.m.
