CALL TO ORDER: Eliason called the meeting to order at 7:01 p.m. 2. ADDITIONS TO THE AGENDA: None. Schultz changed the order of the agenda items to accommodate residents from the Jaycee Park neighborhood who were in attendance to discuss item 7. a. Outdoor Rink Relocations. 3. APPROVAL OF THE APRIL 28, 2014 MEETING MINUTES: MOTION by Farrell to approve the minutes of the April 28, 2014 meeting. SECOND by Tilson. Ayes: 4 Nays: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 7. NEW BUSINESS: a. Outdoor Ice Rink Relocations — Schultz gave an overview of why Jaycee Park and Bloomfield Park were chosen as the new locations for the two rinks being moved from Central Park. He included comments in the executive summary from the neighborhood meetings that were held for each park location. Based on comments from the Jaycee Park meeting, the possibility of using a temporary rink at Jaycee Park has been discussed. A company called Athletica sells a polyethylene rink called Gameplex. This style of rink is portable, and could be removed and stored in the summer. The cost of a wood rink with boards and chain link fencing is $29,251 and the cost of a Gameplex polyethylene boards and fabric netting is $29,250. The Gameplex system comes with side anchors to hold the boards together, and the boards sit on top of the ground and are held up by a wing plate. The Commission asked what the open space at Jaycee Park is used for now. Per Schultz, it's used as general recreational space for summer park and recreation programs, pick-up games of kickball, touch football, flying kites, etc. It's also used for the Blarney Stone Hunt during Leprechaun Days. A volleyball system is available for people who rent the shelter and it can be set up there, too. The Commission mentioned that there was no discussion at the neighborhood meeting about a permanent shelter at Bloomfield Park. There isn't room in the temporary trailer for all the hockey equipment for four teams, and building a permanent shelter is something we should consider now that we are adding a second rink there. Per Schultz, we are looking into this and the Parks and Recreation Commission could recommend building a shelter there in the future. We could also look at having a larger portable trailer there. Resident Reta Hickle addressed the Commission. She preferred that a temporary rink be used at Jaycee Park initially, so we can be sure that it's a good fit at that park before installing a permanent rink. Resident Eric Westerback addressed the Commission. He asked if it was possible to move the existing boards from the other rink at Central Park to Jaycee Park. Per Schultz, the boards for the other rink were approximately 15 years old and couldn't be salvaged. Westerback asked if the rink being relocated to Jaycee Park will be used for youth hockey. Per Schultz, it will. Resident Brandon Parr addressed the Commission. He asked if a warming house trailer would be placed at Jaycee Park. Per Schultz, a warming house trailer won't be needed. Parr asked if re -grading would be needed. Per Schultz the new rink will be closer to a pleasure rink size, not full size. The Commission asked if there was a warranty on the materials for the portable rink. Schultz will get this information and bring it back to the Commission. JAYCEE PARK RINK - MOTION by Farrell to recommend that we install Gameplex boards with fabric netting for the rink at Jaycee Park. SECOND by Tilson. Ayes: 4 Nays: 0 Motion passed. - 1 - PARKS & RECREATION COMMISSION June 23, 2014 Regular Meeting BLOOMFIELD PARK RINK (the rink boards being moved from Central Park are only two years old) - MOTION by Eisold to move the current rink from Central Park to Bloomfield Park with consideration being given to building a shelter there. SECOND by Tilson. Ayes: 4 Nays: 0 Motion passed. Per Schultz, this item will be on the agenda for a City Council work session or regular meeting in July. 6. OLD BUSINESS: a. Greystone Yd Addition — Preliminary Plat — Schultz reviewed the plan and an aerial photo of this development. There was discussion on various amenities for the new park including a ball field. One thing Schultz would like to include that was not in the executive summary is for the developer to add a trail connection on the south side of the park area. Schultz also reviewed the recommendation for collecting parks dedication for this development. Schultz mentioned that the Parks Master Plan will be updated this fall and this will provide an opportunity to look for creative ideas for new parks, different types of play structures, etc. MOTION by Eisold to recommend the City Council approve the Greystone 3" Addition Plat with the conditions outlined in the executive summary. SECOND by Farrell. Ayes: 4 Nays: 0 Motion passed. b. Parks and Recreation — Project Planning - We are in the process of putting together a new 10 year CIP. Schultz reviewed the project list from the executive summary and asked the Commission for their top three priority projects. The Commission thought that the following were priorities for Athletic Facilities: completing the ball field projects at the UMore and Flint Hills sites, artificial turf at the Flint Hills complex, an enclosed shelter at Bloomfield Park (change sun shelter to enclosed shelter on list) and adding play equipment at Erickson Park. They would prefer to give priority to projects for fields, etc., that we have total control of, and thought that it would be better to build our own facilities instead of partnering on projects where we don't have control of the facility. They expressed concern about partnering with the Y as we'd have no control over the facilities there. They wished we could build our own multipurpose facility. They felt that batting cages and covered dugouts should be RAAA's responsibility, and that batting cages would fit best at the Flint Hills site. Under Special Interest Facilities, they felt that Outdoor Exercise Equipment should be moved to the bottom of the list, and a neighborhood dog park be added. It was mentioned that a feasibility study could be done to see what residents want as far as amenities. Schultz will bring this item back in July for further discussion. 7. NEW BUSINESS: C. Director's Report - The Parks Improvement Fund Balance as of May 31, 2014 was $420,881.85. Dedication fees of $27,200 were received. Interest for the month was $9.61. There were no grants or donations. There were expenditures of $149.00 for the Erickson Park Tennis Courts. At 8:20 pm the meeting was moved outside to look at the new splash pad at Central Park. Schultz pointed out features of the splash pad and where the new shelter will be built. 8. ADJOURNMENT - MOTION by Tilson to adjourn the meeting. SECOND by Farrell. Ayes: 4 Nays: 0 Motion passed.
