CALL TO ORDER: Eliason called the meeting to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA: None. 3. APPROVAL OF THE JANUARY 25,2016 MEETING MINUTES: MOTION by Bartz to appxove the minutes of the January 25,2016 meeting. SECOND by Farrell. Ayes: 3 Nays: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 6. NEW BUSINESS: None 7. NEW BUSINESS: a. City Council Goals 201G-17—Schultz included a summary sheet of Council Projects and Initiatives for 2016-17 in this month's packet and several items will impact the PaYks and Recxeation Commission. Schultz reviewed each item on the list. A major item is the xeferendum for an additional ice rink,ball fields at UMore Park,green fields at the Flint Hills Athletic Complex and completion of improvements at Central Park. A dog park for small dogs,paxtnering with the school district on gym space if a new school is built in Rosemount,implementing a plan for xe-use of splash pad water,and developing a pla.n fox a tuxf field and possible dome at the Flint Hills Athletic Complex were some of the Paxks and Recxeat'ton items that wexe also on the list. Schultz has had discussions with the various athletic association xepxesentatives and also with ISD 196 pexsonnel to get theix input. Plans for the ice rink are still being worked on. The referendum is scheduled fox vote on May 17. Schultz mentioned that the City has signed a letter of undexstanding with the private developer who is interested in building a field house in Rosemount that could include thxee full-size gyms. b. Parks and Recreation Facilities Referendum—The four projects that will be included in the xeferendum axe: an additional ice rink,ball fields at UMoxe Park,gxeen fields at the Flint Hills Athletic Complex and completion of improvements at Centtal Park. Schultz reviewed a map of the possible site fox the second ice rink at the Rosemount Community Center and explained the challenges of this site. We would lose much needed paxking space at the Community Center and the cost to build on this site would be substantial. Doing a survey to gauge xesidents'inteYest as fax as the xefeYendum items was discussed. Installing lights at the fields at the Flint Hills Athletic Complex right away befoYe homes axe built axound it was also discussed. Per Schultz,we could have a bid alternative that would include lighting one of the fields and artificial tutf so we could maxitnize the use of space. This can be discussed furthex with the City Council. There was discussion about having a refrigerated ice rink at Central Paxk so we could maximize its use and have a longex season. The Commission thought we should tty to appeal to the widest number of - 1 - PARKS 8� RECREATION COMMISSION February 22, 2016 Regular Meeting people and include soccer,lacxosse baseball, softball and hockey users,and that adding a refrigerated outdoor ska,ting oval would appeal to families. Including a track in a dome if one is built was suggested. There is also a need for a facility with a pool for competitive swimmexs. c. D'uector's Report-The paxk impYovement fund balance as of January 31, 2016 was $410,597.65. Public Park in Greystone Development—Staff asked a couple of park design consultants to create two park designs and have them ready for the March Commission meeting. Once the Commission has reviewed them,we will discuss moving into final design. Construction of the park should begin in the fall. The Cominission suggested including another zip line as well as a two-person swing.
