1. CALL TO ORDER: Eliason called the meeting to order at 7:02 p.m.
2. ADDITIONS TO THE AGENDA: None.
3. APPROVAL OF THE DECEMBER 28,2015 MEETING MINLTTES: MOTION by Young to
approve the minutes of the December 28, 2015 meeting. SECOND by Tilson. Ayes: 5 Nays: 0
Motion passed.

5. DISCUSSION (Response to Audience Input): None
6. OLD BUSINESS:
a. Project Planning—Schultz explained that the City Council held a goal setting meeting in January
and although there wasn't a published list of goals yet, one of the things they discussed was having
a referendum in the spring that would include the following: a second sheet of ice; finishing the
last four fields at the Flint Hills Athletic Complex;completing two fields and adding paxking at
UMoxe;and completing the second phase of the spla.sh pad at Central Park. The referendum
would be for appxoximately$13 to $15 million
Per Schultz, three fields are complete at the Flint Hills Athletic Complex and we still need to
complete site grading,an additional parking lot,and access to Bonaite Path. (Axrificial tuxf at this
location is not part of the refeYendum.)The UMoxe Ball Field Project—Phase 2 includes the
completion of two fields and a concession building. Schultz noted that there is no pota.ble watex
and no sewex for the concession building at this time. Regarding the second sheet of ice, staff inet
with Dist. 196 and they supported a second sheet of ice,but wexe concerned about losing a field for
the paxking lot in the current plan. They asked sta.ff if the City had space available at Central Paxk
that could be used for fields as a trade-off for losing the field by the dome. Schultz also mentioned
that the City Council has indicated that they would like to meet with Dist. 196 if the new school is
to be built in Rosemount regarding partnering on gym space and fields. Regarding the splash pad
project,it would include a playground with a poured in place rubber surface. The City Council also
discussed building a dog park.
Per Schultz, once we get the City Council's updated project list,we will also review the Paxks and
Recreation Commission's project list and update it. The Commission looked at theix curxent list
and thought they could take Neighborhood Parks off right now. They also thought the Erickson
Park Tennis Courts Phase 2 could be xemoved. The Commission asked if the City could do a
community survey regarding the xeferendum to find out what residents would support.

Young mentioned there's a need for dugouts and we want to make sure this item doesn't get
overlooked. Schultz has spoken to the softball/baseball YepYesentatives and there axe challenges
with bu.ilding new dugouts due to weathex and this could be pushed back to fall,but we cvill discuss
it further. Schultz mentioned he may want to have special meeting of the Commission to discuss
the Yefexendum.
7. NEW BUSINESS:
a. Director's Report-The park improvement fund bala,nce as of Decembex 31,2015 was
$411,098.15. We will soon be spending$150,000 to finish Ailesbury PaYk (formerly Pxestwick
Park).
Aging Mastery Program Grant—We Yecently received an Aging Mastery Grant which was
awarded to Rosemount PaYks and Recreation and the FaYmington Rambling River Centex. The
funds will be used for programs to help seniors prepaxe fox the next phase of life and improve
their qualiry of life.
Steeple Center—The Steeple Centex re-opened on January 4, and senior progYams and
activities have moved to their new location. A ribbon cutting will take place on Monday, Feb. 1
at 5 pm.
8. ADJOURNMENT - MOTION by Bartz to adjourn the meeting. SECOND by Young.
