Regular Meeting Minutes

1. CALL TO ORDER: Eliason called the meeting to order at 7:03 p.m.
2. ADDITIONS TO THE AGENDA: None.
3. APPROVAL OF THE DECEMBER 19,2011 MEETING MINUTES: MOTION by
Bartz to approve the minutes of the December 19,2011 meeting. SECOND by Farrell. Ayes:
4 Nays: 0 Motion passed.
4. AUDIENCE INPUT: None
5. DISCUSSION (Response to Audience Input): None
6. OLD BUSINESS:
a. Greystone Preliminary Plat—The developer is pla,nning to xedraw this pla,n and the
Commission will be reviewing it again. There are issues with the alignment of a road that is
shared with land owned by the CDA. 'I'hey may also be relocating the park,potentially
including it in the future phasing of the development. Schultz included a memo he has
written to Community Development,Pla,nning and Engineering staff that lists several
recommendations for the development. We have not received anything in writing
regarding easements yet,but this is one of the conditions Schultz included in his memo.
Bartz asked if a path could be added between houses to the tot lot when the plan is
redrawn. Schultz will recommend this to the developer.
b. Carroll's Woods Trail Maps—Tom Schuster,Parks Supervisor,was in attendance to
discuss the trail maps being developed for Carroll's Woods. Issues to be decided include:
identifying which trails will be included on the map;where and how ma,ny signs should be
included within the park to help people find their way;whether we should note the paved
and unpaved trail surfaces;the best unit of ineasure to use for the segment lengths;and
whether the trail segments should be identifted by color or named some other way.
Schuster xeviewed several ma.p options. The Commission liked the idea of having the trails
color-coded. The following wexe suggestions for the map: including signs at three or foux
starting locations;noting three,appro�cimately one-mile trail loops on the signs and using
three colors to differentiate them;including four to six"pou axe here" signs along the ttails;
indicating which trail segments axe paved and which are unpaved using dashed lines for
unpaved, solid lines for paved;and identifying steep trail segments. Schultz noted that the
completed map will be availa.ble on the City's website.

7. NEW BUSINESS:
a. Director's Report—The Paxks Improvement Fund Balance as of November 30,2011 was
$1,363,441.32. Dedication fees of$3,400 were received. Grants/Other totaled$74,236.84
for a reimbursement for the Family Resource CenteY project. Interest for the month was
$127.52. T'here were no donations. Expenditures totaled$15,000 for repla.cement boards
at the Jaycee Park rink, $25,680 for UMore ball fields, $861 for Carroll's Woods map
design and$73,720 for Family Resource Center improvements.
Programming Partnership—Parks and Recreation sta,ff is colla,borating with the YMCA
and Lighthouse Church to bring back Teen Night. The 1S`State Bank of Rosemount will
again be sponsoring this pYogram. The potential start da.te is Apri12012. It was suggested
that a Duck Tape dance might be a fun.
Hwy 3 Trail—A$100,000 grant has been received thxough the DNR to fund a section of
trail from the Community Center to Connemara Trail. The City is working to identify
matching funds for this project. We hope to complete the project this yeax. A Highway 3
underpass is also being looked at.
