ISSUE
Staff will presentdesign options for the proposed parking lot improvements for Council consideration and
direction.
BACKGROUND
The lower City Hall parking lot is 29 years old and generally constructed with 3.5 inches of pavement and
6 inches of aggregate base. It is believed that the subgrade in some areas in the parking lot are poor, based
on staff knowledge from when the parking lot was constructed. The west one-third of the parking lot was
reconstructed 20 years ago and is generally constructed with 5 inches of pavement and 8 inches of
aggregate base.
The basic project at the lower City Hall parking lot includes removing the existing pavement and installing
4 inches of new pavement. Four regular parking stalls will be lost due to a change in requirements for
larger ADA stalls. The project cost for this work is approximately $200,000.
Below are several options for upgrading the existing parking lot based on feedback from the police
department and public works staff. The costs provided are in addition to the cost for replacing the
pavement in the parking lot. A figure has been provided to illustrate theoptions.
Option 1: Dedicated police entrance: $115,000
Install median within parking lot to establish police entrance
6 new parking stalls are created
Install storm sewer to address drainage changes caused by median
Install metal railing along the median to restrict pedestrians from walking near garage
entrance
Option 1 will require the police phone to be relocated to the lower entrance. This is proposed
to be completed as a separate project and the cost is unknown at this time. The proposed cost
does not address removing or repairing the brick retaining walls on the west and south side of
the building.

Option 2: Sidewalk Repair: $18,000
Replace sidewalk panels and add ADA compliant ramp near lower doors to City Hall
Add ADA compliant pedestrian ramps to the existing sidewalk surrounding the parking lot
Option 3: Improve drainage along north side of City Hall: $15,000
Install a new catch basin at the northwest corner of the building
Grade grass area north of City Hall to direct drainage to the new catch basin
Option 4: Additional Parking: $79,000
Install 23 new regular stalls and relocate 2 ADA stalls to the north end of the parking lot.
Relocate the dumpster to east side of parking lot, north of City Hall.
The total cost to replace the pavement in the parking lot and include Option 1, 2, 3, & 4is $425,000.
Pavement replacement can be delayed for several years if Council is comfortable with current condition of
the pavement in the parking lot. Delaying the project will not increase the project cost with the exception
of construction inflation.
Funding for the parking lot improvements is proposed from the Parking Lot Maintenance fund. The
current balance of the assigned funds in the Parking Lot Maintenance Fund is approximately $729,000.
Of this amount, $400,000 is reserved for the improvements of the Community Center Parking Lot in a
joint project with the National Guard. The remaining $329,000 could be utilized for the City Hall Lot
along with Option 1 with a total estimated cost of $315,000. The additional three options for the City Hall
Lot, totaling $112,000, could be funded with balances available in the Building CIP.
SUMMARY
Staff is requesting Council review and consideration for proceeding with the development of plans and
specifications for the City Hall parking lot and trail improvements.
