BACKGROUND:
Each year, as part of Dakota County’s 5-year Transportation Capital Improvement Plan development,
cities are asked to submit letters of comment, request and support for projects as part of Dakota County’s
Transportation CIP. Attached for Council review and discussion is a draft letter to be submitted to
Dakota County by June 30, 2016.
SUMMARY:
Staff is requesting Council input and direction on this letter.

RE: Dakota County 2017-2021Transportation Capital Improvement Program
Dear Ms. Anderson:
As requested, the City of Rosemount would offer the following comments and requests for projects
as part of Dakota County’s 2017-2021 Transportation Capital Improvement Program.
Existing Dakota County Projects
1.CSAH 42/TH 52 Interchange Project
The City of Rosemount continues to support the construction of the CSAH 42/TH 52
Interchange Project in 2017. Dakota County’s effort to secure Federal funding and a
MNDOT TED Grant for this project is greatly appreciated.
2.CSAH73 (Akron Avenue) –Bonaire Path to Inver Grove Heights
The City of Rosemount is supportive of the short term improvements to CSAH 73 along its
existing alignment with a future re-alignment to the east as traffic levels warrant, as discussed
in the draft Pine Bend Arterial Study. The City supports continued discussions and
coordination with Dakota County and Inver Grove Heights to refine the project schedule
and scope for the improvements of CSAH 73.
3.CSAH 38 –CSAH 31 to TH 3
The City supports the 2018 programming of improvements to CSAH 38 (McAndrews Road)
between CSAH 31 (Pilot Knob) and TH 3 to convert the road from a 2-lane to 3-lane road
section with a center left turn lane. The County’s acquisition of Federal funding for this
project is appreciated.

4.CSAH 42 –SIGNAL MANAGEMENT SYSTEM
The City supports the 2016 programmingof improvements to County Road 42 which
includes the installation of fiber optic cable, monitoring equipment and traffic signal
revisions from the western boundary of Dakota County in Burnsville, through Apple Valley
and to Chippendale in Rosemount.
5.CSAH 42 –PEDESTRIAN STUDY
The City of Rosemount supports the programming of a pedestrian study along the corridor
from Burnsville to Rosemount. We understand that this project was the result of concerns
with the intersection of CSAH 42 and Elm Drive in Apple Valley related to pedestrian traffic
to the Redwood Community Center. We believe that the project should extend to Akron
Avenue in Rosemount to include review of the pedestrian needs of those traveling to the
Ames SoccerComplex and UMore Ballparkas well as Dakota County Technical College.
Requested Dakota County Projects

6.CSAH 42/Business Parkway/Biscayne Avenue/149Street
th
The City has completed the construction of 149 Street between Business Parkway and

Biscayne Avenue. As previously discussed, 149 Street will serve as a frontage road
connection between Business Parkway and Biscayne Avenue to facilitate the direction of
local future commercial traffic to the intersection of Biscayne Avenue and CSAH 42,
identified to be signalized in the future. The city requests that a Joint Powers Agreement be
developed between Dakota County and the City for the following:
Reduction of CSAH 42/Business Parkway access from full to three-quarters;
Combined with the installation of a signal system on CSAH 42 at Biscayne Avenue;
And, combined with the determination of County funding participation/

reimbursement for a percentage of the City’s cost to construct 149 Street.

7.CSAH 33 (DIAMOND PATH ROAD) AND CONNEMERA TRAIL WEST/140
Street
The four lane four way stop is difficult to navigate during high volume periods and operates
inefficiently. The City supports a study of the intersection to examine methods to improve
traffic flow and safety, including a potential roundabout or signalization.

8.CSAH 33 (DIAMOND PATH ROAD) and 145Street
The Rosemount Public Works Department has received numerous complaints about the
operation and safety of this intersection. The geometry of the intersection is transitional and
th
left turns from 145 Street to Southbound CSAH 33 are problematic. A cursory review of
traffic volumes indicate that the intersection is close to meeting warrants for signalization.
We request that Dakota County prepare a traffic study for this intersection.
9.CSAH 46 AND CSAH 33 (DIAMOND PATH ROAD)
County staff has indicated that this segment may be extended in order to provide access to
the new elementary school planned for the southwest quadrant of CSAH 46 and CSAH 33.
The City of Rosemount has stormwater problems in this area and request that the County
coordinate with City staff on the design development to incorporate stormwater
improvements if feasible.

inclusion of local agencies with the development of Dakota County’s 5-Year Transportation Capital
Improvement Program.
