ISSUE At our Map 23`d meeting, the Commission discussed the topic of dog paxks. Included in the packet is the spreadsheet that was provided to the Commission that contained information about some local dog parks. Staff plans to ask about the City Council's thoughts on having a dog paxk for small dogs when we axe on the Bike Tour of the Parks,which is planned for Saturday,June 25. It was shaxed with the Commission that sta,ff felt that Schwarz Pond Park is the only spot in our paxk system where we could locate a dog park and still be close to walking corridors.There a,re some issues that come up when ta,lking about a possible dog park at Schwa,Yz Pond Park.They include the possible loss of current natural areas in the park and needing space to expand the ska,te park. Several pears ago the City Council dixected staff to move in the direction of having no-mow areas in sevexal of out parks to cut back on the mowing efforts of the City. These no mow areas in Schwarz Pond Paxk were planted with native prairie/wild flower plant materials. The City has spent a considerable amount of time and money getting areas established.With regards to expanding the skate park, sta,ff is in the process of gathering information from skate park users to see what sort of changes should be ma,de to the ska,te paxk in the near future. One option that has been discussed is to expand the skate park. If the skate park is expanded in its curxent location,it would use up some of the land that could be considexed foY a dog paxk. One idea that we should discuss is allowing dog owners to have their dogs off leash in the enclosed hockey rinks in a couple of our neighborhood parks.This is curxently allowed in the City of Burnsville. It would only work in the rinks that have a grass surface,which would include one rink at both Jaycee and Bloomfield Parks. The Commission asked about some of the general rules at other local dog parks and sta,ff has attached some information regarding that matter.The Coxrunission also asked how many dogs are licensed in Rosemount.The Police Departrnent staff indicated that they sell tags out to the expiration of the Yabies vaccine so some people have three yeaxs before they need a license, some have two years,and some have one year (usua,lly puppies). In 2014 we sold 195 tags,in 2015 we sold 180 and so fat this pea,Y we have sold 102. Staff would like for the Commission to furthex discuss the topic of dog parks at our meeting on Monday BACKGROUND One of the City Council Projects and Initia.tives for their 2016-2017 Goals is to open a dog paxk for small dogs along wa]king corridors. A dog park is a park fox dogs to exercise and play off-leash in a controlled environment under the supervision of their owners.These parks have varying featutes,although they typically offex a 4' to 6' fence and separate double-ga.ted entry and e�t points. Off-leash dog areas, or dog parks,pYovide a community setting in which people can gather and socia.lize and whexe they can obsexve the interaction of groups of dogs at play. Dog parks allow owners and their dogs to spend time together and offer dogs a space for play and companionship with other dogs. Some dog parks have separate play spaces for laxge and small dogs. Others have one large axea for dogs of all sizes. There is debate about this issue,as some axgue that dogs should be segYegated by size,while others feel that dogs of all sizes can and should socialize together. In any case, dog ownexs must make sure their dogs are well-socialized,and watch carefully so that they can intervene if the dog acts anti-socially towards other dogs ox humans. The Off-Leash Dog Area is not staffed. The City makes no guarantees nor assumes any liability for the physical condition of the grounds or the behavior or vaccination history of any dog. The handler/owner assumes liability for injury or damages caused by their dog. • A current, bi-annual permit tag must be worn by all dogs while in the Off-Leash Dog Area; permits may not be transferred to other dogs. The city reserves the right to revoke or reject a permit or application at any time. • Eagan residents are required to provide proof(License #) of City dog licensure. • Dogs must be properly vaccinated; handlers must provide proof of vaccination (vets certification or tag) with application. • No more than two dogs per handler are allowed in an area at one time. A handler must be at least 16 years of age. • Dogs that have been declared dangerous or potentially dangerous in any community or that have a known history of aggressive behavior are not allowed in the Off-Leash Dog Area. Any dog that exhibits aggressive behaviors must be removed immediately by the handler. • Dogs must be under visual contact and voice control of the handler at all times. A dog is considered under voice control if it will come when called. Dogs are never to be left unattended. Permission must be granted by each handler for dogs to play or interact with another dog. • Dogs must be leashed prior to entering and upon leaving the Off-Leash Dog Area. A dog may not be leashed within the Off-Leash Dog Area except for immediate removal. The handler must keep the leash on their person at all times. • The handler must clean up after their dog in all areas of the Off-Leash Dog Area including the tall grass areas and woodlands. All waste, including trash, is to be disposed of only in a designated waste container. Use a provided bag or a comparable bag for dog waste. Do not leave empty or full bags in the mesh of the fence. • Children under the age of 16 are not allowed in the Off-Leash Dog Area without a supervising adult. • Puppies under four months of age or female dogs in heat are not allowed in the Off-Leash Dog Area. • No food other than pocketed dog training treats is allowed in the Off-Leash Dog Area. • For the protection of the natural environment and the safety of other users and dogs, no smoking is allowed in the Off-Leash Dog Area. No alcohol of any type is allowed. • No bicycles, strollers, or wheeled or motorized vehicles, except wheel chairs or other assistive equipment used by people with disabilities are allowed.The surface may be uneven and steep. • The small dog area is limited to dogs no taller than 13" at the shoulder that weigh no more than 25 pounds. • All City park rules and ordinances apply to Off-Leash Dog Area users.
