REGULAR MEETING PROCEEDINGS
JUNE 21ST, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, June 21st, 2016 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel
and Demuth attending.
Staff present included the following;
o City Administrator Johnson o City Attorney Tietjen
o Director of Public Works/City Engineer Wrase o City Clerk Hadler
o Community Development Director Lindquist
o John Morast – Interim City Engineer
o Parks & Recreation Schultz
o Sergeant Rizzo
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no changes to the agenda.
Motion by DeBettignies. Second by Demuth.
Motion to Adopt the Agenda.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth
Nays: 0. Motion carried.

Motion to Approve the Consent Agenda with items J, K, and M pulled for discussion.

Nays: None. Motion carried.
6. j. Receive Donation - Parks & Recreation Dept.
Council member DeBettignies recognized CF Industries for their donation to the Blarney Stone
Hunt.
Motion by DeBettignies. Second by Weisensel.
Motion to approve receiving the following donation: $300 from CF Industries for the
Blarney Stone Hunt.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth
Nays: 0. Motion carried.
6. k. Receive Donation from CF Industries
Council member DeBettignies recognized CF Industries for donation to Fire equipment.
Motion by DeBettignies. Second by Weisensel.
Motion to receive donation from CF Industries for the future purchase of a turnout gear
dryer.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth
Nays: 0. Motion carried.
6. m. Hawkins Sewer Meter Agreement
Council member Nelson asked if this is the final agreement that will be used. Director of Public
Works Wrase stated it is the final agreement that has been reviewed by the city attorney. Mr. Nelson
asked for clarification on what it was for. Mr. Wrase explained that the company sewage use does
not mirror its water use, which is how sewer is usually billed. The agreement will lower their sewer
bill to more accurately reflect their use.
Mr. Nelson asked if irrigation meters get charged for sewer. Mr. Wrase said he believed they were
not.
Motion by Nelson. Second by DeBettignies.

9.a. City of Rosemount Consulting Pool Contracts
Director of Public Works Wrase explained the purpose of the consulting pool and the process that
was used to develop the pool.
Mayor Droste thanked Mr. Wrase for his efforts and wished him well as he moves to a new job.
Motion by Weisensel. Second by Nelson.
Motion to Approve Resolution directing the City Attorney to develop Contracts for the
Rosemount Consulting Pool.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth
Nays: 0. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on
Tuesday, July 5, 2016, at 7:00 p.m. The next City Council work session will be held on Monday, July
11, 2016, at 6:30 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was adjourned at 7:19 p.m.
