REGULAR MEETING PROCEEDINGS
JANUARY 19, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, January 19th, 2016 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, and
Weisensel attending. Council Member Demuth was absent.
Staff present included the following;
o City Administrator Johnson o Assistant Administrator Foster
o Community Development Director Lindquist o Chief of Police Scott
o Director of Public Works/City Engineer Wrase o Recording Secretary Roudebush
o Parks & Recreation Director Schultz
The Pledge of Allegiance was said.
ADOPTION OF AGENDA
City Administrator Johnson stated were no additions to the agenda.
Motion by DeBettignies. Second by Weisensel.
Motion to Adopt the Agenda.
Ayes: DeBettignies, Nelson, Droste, Weisensel
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS
3.a. Beyond the Yellow Ribbon
City Administrator Johnson gave a brief introduction to the Beyond the Yellow Ribbon organization.
Sponsored since 2010 Chair Karl Xavier III and Secretary Stephen Engel gave a brief overview of who
Beyond the Yellow Ribbon is and all the projects they have worked on over the past year.
Mayor Droste thanked them for their hard work not only within Rosemount but across the area. He also
thanked City Administrator Johnson for being actively involved with supporting Beyond the Yellow Ribbon
Council Member DeBettignies inquired if Wounded Warrior Project and Beyond the Yellow Ribbon work
together. Xavier stated that they collaborate and donate to them. Council Member DeBettignies also inquired
if Beyond the Yellow Ribbon is nationwide organization. Mr. Xavier stated that the organization is only in
Minnesota.

Motion by DeBettignies. Second by Nelson.
Motion to Approve the Consent Agenda, with removal of item 6.g. Legislative Agenda.

Nays: None. Motion carried.
6.g Legislative Update.
Mayor Droste gave a brief description of each item listed for the Legislative agenda. He noted that
the list will be available on the city website. He also encouraged residents to contact any of the
Council Members with any comments or questions about the list.
Motion by Droste. Second by Weisensel.
Ayes: DeBettignies, Nelson, Droste, Weisensel.
Nays: None. Motion carried.

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on
Monday, February 1, 2016, at 7:00 p.m. The next City Council work session will be held on Monday,
February 8, 2016, at 6:30 p.m. A joint meeting between City Council and the Planning Commission
will be held February 9, 2016 at 6:30 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 7:24 p.m.
