HomeMy WebLinkAbout20160419 CCM SWSROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS APRIL 19, 2016 1 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Tuesday, April 19, 2016 following the regular city council meeting in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 8:14 p.m., with Council Members DeBettignies, Nelson, Demuth and Weisensel. Staff present included City Administrator Johnson, City Clerk Hadler, and Public Works Director Wrase. DISCUSSION 2.a. Task Force Organization Mayor Droste started discussion regarding the organization of the task forces. City Administrator Johnson asked if staff should repost the positions for Facilities Task Force. Mayor stated yes. Council member Demuth asked if there was a need to interview again. Mr. Johnson said staff would provide applications for review, and Council may interview if necessary. Mayor Droste discussed growth numbers and future facility needs. The task force will address needs for fire station, police station, and city hall. Council member Demuth asked if minutes are required and if the minute taker needed to be staff. Mr. Johnson responded that minutes are required, but it could be a task force member. Council member Demuth inquired about when the task force should make recommendations to the Council. Council member Weisensel recommended an ex officio position be available for a council member. Council member DeBettignies expressed interest in holding that position on the Facilities Task Force. Council member Demuth would like to sit on the Sustainability Task Force. Council members would be non-voting ex officio member. Council members discussed topics that the Facilities Task Force could potentially explore. Council member Weisensel suggested a task list separate from the bylaws. Council members reviewed the draft bylaws of the Environmental/Sustainability Task Force, including purpose and scope, membership, organization, etc. Council member Weisensel suggested activities incorporate metrics in their activities. Council members discussed potential activities that the task force could work on, without being too prescriptive. Mr. Johnson stated the bylaws could be approved at the next regular meeting. 6.b. ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS APRIL 19, 2016 2 UPDATES Mayor Droste stated that the referendum meetings will be next week and the following and will be run by staff. Council member Nelson requested lighter colored shirts for the parade due to the heat. Council members DeBettignies, Mayor Droste, and Council member Weisensel also requested one.
