ATTACHMENTS: Resolution APPROVED BY: ddj RECOMMENDED ACTION: Motion to approve a Resolution to receive and reject the bids for the Steeple Center Lighting project. ISSUE The Parks and Recreation Department recently put the Steeple Center Lighting Project out to bid. Staff followed the state bidding laws with regards to posting the project in our official paper. We also posted the project at the local building exchanges and sent direct mailings to several contractors. A pre-bid meeting was held to give contractors a chance to walk through the project site and ask questions. We had five contractors attend the walk through. The City received two bids for the project which are listed in the table below. The total bid amounts that we received were for the cost of the equipment and installation. Name Total Bid Amount City Wide Electric $ 139,900 Lake Town Electric $ 143,700 Jeff Bartlett is the lighting designer and he estimated the cost for the equipment and installation as outlined in the table below: Item Cost estimate Fixtures (34 fixtures) $ 63,780 Controller/data enabler $ 9,400 Installation $ 31,400 Contingency $ 6,400 Total $ 110,980 Additional costs for the project not included in Mr. Bartlett’s construction cost estimate are the system programming and project management which were estimated to cost $5,500 and the design fee which was $7,700. This brings the total estimated cost for the project to $124,180. BACKGROUND The City of Rosemount has commissioned Jeff Bartlett to develop a lighting art installation at the Steeple Center. The Steeple Center lighting project will consist of the additional exterior and interior lighting of the old church building and will focus mainly on the steeple and the front façade of the building along Hwy 3. Attached are conceptual pictures of the proposed lighting effects the project will provide to the facility. While the pictures are consistent with the direction of the Council, it is assumed that the elevations will appear slightly different than the pictures. The pictures illustrate a dark façade with only the new lighting. In reality, there are street lights, lights from the Library and new Steeple Center Addition, and other ambient light that will affect the final visual effect of the project. At the initial meeting regarding the project, there were four concepts discussed which were packaged by cost and the number of lights proposed. The majority of the Council supported a fuller package, estimated to cost approximately $133,000. Mr. Bartlett has been working with EDI (Engineering Design Initiative) on the plans and specification design for the project. With the budget direction from the Council in mind, Mr. Bartlett’s latest cost estimate for the project was $124,180. SUMMARY Following a discussion regarding this project at the Special City Council work session meeting on Monday, August 1, the City Council requested that staff bring back a motion to receive and reject all bids. Attached is a resolution that if approved will receive and reject all bids for the project. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2016 – A RESOLUTION REJECTING ALL BIDS FOR THE STEEPLE CENTER LIGHTING PROJECT WHEREAS, the City Council of the City of Rosemount had directed staff to Advertise for Bids the Steeple Center Lighting Project and such bids were opened and read aloud on July 14, 2016; and WHEREAS, due to increased project cost, and potential future cost savings opportunities, the Council has determined that it is in the public interest to receive and reject all bids at this time. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. All bids for the Steeple Center Lighting Project are hereby received and rejected.
