RECOMMENDED ACTION: Motion to Approve a ResolutionIdentifying the Need for
Funding to Complete Rosemount’s 2040 Comprehensive Plan Update and Authorizing an
Application for Planning Assistance Grant Funds.
SUMMARY
Staff is proposing to apply for a Planning Assistance Grant through the Metropolitan Council that will
provide funding to help complete the City’s 2040 Comprehensive Plan Update. As part of the application,
the City is required to include a resolution authorizing the application for the grant. A draft resolution is
attached for consideration by the City Council.
BACKGROUND
As part of its commitment to provide planning assistance to communities within the Twin Cities
Metropolitan Planning Area, the Metropolitan Council is providing financial resources to eligible
communities through its Planning Assistance Grant Program. The planning grant will pay for activities
related to the required update of Comprehensive Plan,which is due by the end of 2018. The City of
Rosemount is one of 43 sewered communities within the metro that are eligible to receive a grant in the
amount of $32,000 for comprehensive planning work. Staff is currently working on completing the required
paperwork for the grant, which is expected to help cover the costs for consultants to prepare some of the
more technical aspects of the plan, including transit and transportation. Applications are due by September

RECOMMENDATION
Motion to approve the resolution authorizing an application for planning assistance grant funds through the
Metropolitan Council.

RESOLUTION IDENTIFYING THE NEED FOR
ROSEMOUNTS 2040 COMPREHENSIVE PLAN UPDATE AND AUTHORIZING AN
APPLICATION FOR PLANNING ASSISTANCE GRANT FUNDS
WHEREAS the City of Rosemount must review and update its comprehensive plan as required by

WHEREAS, on April 27, 2016, the Metropolitan Council adopted need-based eligibility criteria for
awarding available local planning assistance grant funds and established maximum grant amounts for
eligible grantees to help grantees review and update their comprehensive plans as required by the
ction 473.864, subdivision 2; and
WHEREAS, the City is an eligible city, county, or town in the metropolitan area as defined in
Minnesota Statutes section 473.121; AND
WHEREAS, planning assistance grant funds will be made available to eligible applicants subject to
terms and conditions contained in Metropolitan Council grant agreements.
NOW THEREFORE BE IT RESOLVED that, after appropriate examination and due
consideration, the governing body of the City:
Authorizes its Community Development Director to:
1) Submit on behalf of the City an application to the Metropolitan Council for Local Planning
Assistance grant funds for the decennial
plan required under Minnesota Statutes section 473.864; and
2) Execute on behalf of the City a grant agreement with the Metropolitan Council for planning
assistance grant funds.
