Background
The council is asked to consider the expenditure to replace the Motorola Minitor V Firefighter
pagers with a new version of Motorola Minitor VI pagers. The Minitor pagers are how
firefighters receive fire and EMS calls. In June of 2016, the Dakota County Computer Aided
Dispatch (CAD) system was replaced with a new system called Tritech. As a result of the
change to the CAD system, the current Minitor V pagers have two very serious shortfalls.
The Minitor V pagers are a single channel VHF pager that is are not completely compatible
with Tritech. If for some reason the Tritech system goes down and the Dakota County
Communication Center (DCC) has to go to their back up system, they won't have a way to
send out emergency pages to the Rosemount Firefighters as their Minitor V pagers are only a
single frequency. This single frequency is programmed to receive pages from the Tritech
system only and not the backup paging system.
The Minitor VI pagers are a five frequency pager which means that they have additional
frequencies that can be programmed to receive emergency pages from the backup system at
the DCC. The second shortfatl of the current Minitor V pagers is that firefighters are unable
to scan the current call's emergency traffic when they are responding to their perspective
station. This was a function that was utilized under the ald CAD system and the Minitor V
pagers but is not operational with the single frequency pager. This information becomes
crucial for updates that are sent out by DCC in regards to the current call as well as radio
traffic on what command staff are responding. This additional information that is relayed over
the radio prepares firefighters while they are enroute to a call on the status of an emergency
scene or possible victims.
Summary
Staff is requesting council feedback and direction on this item. Pending council direction, a
request for City Council authorization to purchase the equipment as recommended in the
report will be brought forward at the September 20, 2016, Regular City Council meeting.
