ISSUE
Staff is requesting the City Council consider the purchase of a new electric ice resurfacer for the
Rosemount Ice Arena. The electric ice resurfacing machine is an integral part of the ice arena. Ensuring
this machine is in proper working order allows the City residents to participate and enjoy skating activities
with the assurance that the indoor air quality is safe and poses no threat to public health, safety or welfare.
The current ice resurfacer was purchased in 2001 and has been a suitable machine for the city. Staff feels
that this piece of equipment has a useful life of 12-15 years before major repairs to the machine become
necessary. Attached is some background information on the resurfacer we are currently using. We are
currently at point where we need new batteries, tires and an annual maintenance work for the current
resurfacer. Staff recommends before we invest $19,000 for repairs and maintenance on the current
resurfacer, we should consider buying a new machine.
The purchase of a new ice resurfacer was identified in the 2015 CIP and staff recommended the
equipment purchase be postponed until 2016. The 2016 Capital Improvement Plan includes funding to
purchase a new ice resurfacer at an estimated cost of $140,000. Staff recommends continuing with an
electric ice resurfacer versus buying a propane powered machine to avoid possible future conflicts with the
Indoor Air Quality Rules governed by the State of MN and for our user groups to enjoy zero emissions
from our ice resurfacer.
Staff is recommending that we purchase a new ice resurfacer from Zamboni Inc. through the National
Joint Powers Alliance (NJPA) because we get a 3% discount on the machine. The list price at with NJPA
is $129,582.30 after the 3% discount. Zamboni Inc. has inspected our current resurfacer and has offered
the City $24,500 for the old resurfacer if we trade it in. which staff supports. If we were to trade in our old
resurfacer, the total purchase price for a new resurfacer would be $108,582.30.
It takes approximately nine months to get a new machine once Zamboni Inc. receives a deposit for the
new machine.
Staff would like for the City Council to discuss the topic of purchasing a new ice resurfacer and provide
direction to staff as to how the City should move forward with this item.
