1. CALL TO ORDER: Eliason called the meeting to order at 7:02 p.m.
2. ADDITIONS TO THE AGENDA: None
3. APPROVAL OF THE JULY 25,2016 MEETING MINUTES: MOTION by Bartz to appYove the
minutes of the J,�y as, 2016 meeting. SECOND by Speich. Ayes: 5 Nays: 0 Motion passed.

6. OLD BUSINESS:
a. Parks Dedication Requirements—A developer who is planning to build an apartment complex in
Rosemount questioned the way parks dedication is collected and so this item was brought to the
Commission fox review last month. The Commission asked for more information at that time, so the
item is being brought back fox further discussion. Schultz contacted the Metropolita.n Council
regaxding current housing information,which is helpful in determining paxks dedication,and Yeceived
the 2015 Annual Population Estimates dated 05/06/2016 fYom them.This document is included in this
month's Commission packet. Schultz reviewed the information in the document. Schultz also
answered questions from the Commission regarding the information in the PaYks Dedication
Requirements chart (this chart lists infoxmation on the various methods used by 10 subuxbs to collect
paxks dedicarion) and the information in the Parks Dedicarion Requ.irement Comparison chart (this
chart lists the current and proposed method of collection with examples foY single family homes,
townhomes/condos and apartments). The Commission mentioned that apartment buildings have a
denser population with little green space, so they would need paYks to meet the needs of theit residents
and the parks dedication the developer pays should reflect that. Aftex looking at the various ways the
paxks dedication can be collected and doing some figuring to see how the different methods would
change the amount collected, the Coxrunission did not see a xeason to change the current method of
collection. Schultz suggested that we try to find information on cuxrent land values to see what the
paxks dedication would be with updated values. He will also look back to see what the numbexs were
from the la.st land value survey that was done. He will bring all of this information to a future meeting
The Commission said they would not want to change the method of collection until they looked at
current.They also felt that the method we currently use is xeasonable and fits with the Subd. 2c. Nexus
included in the state statute fox collecting paxks dedication. They did not want to end up losing a lot of
park dedication funds by changing the way we collect it. This item was tabled until a futuxe meeting.

7. NEW BUSINESS:
a. Director's Report-The paxk improvement fund balance as of July 31, 2016 was$309,200.60.
No dedication fees weYe received. There were no grants ox donations. Intexest was $31.23.
There were e�cpenditures of$18,970 fox Ailesbury PaYk improvements. The contractor is
continuing to work on establishing turf at the park.
Leprechaun Days Events—The Parks and Recxeation Department held a number of events
during LepYechaun Days: The Blarney Stone Hunt—450 kids attended,Wet n Wild Day—235
kids attended, the Fishing Derby— 120 kids attended, and the Run for the Gold—28G runners.
Summer Camps—We xecently completed the last of our summex camps. This summer we
expanded the numbeY of week-long camps we offered from the thYee camps to seven,and
attendance increased from 204 participants in 2015,to 328 participants.
