REGULAR MEETING MINUTES
September 20, 2016
1. CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environmental & Sustainability Task
Force of the City of Rosemount was called to order on September 20, 2016, at 5:30 p.m. in the

Conference Room of the City Hall, 2875 145 Street West, Rosemount. Attendees included: Task
Force Members Rebecca Higgins, Mark Glende, Wade Miller, Kathleen Koch-Levine, Renee
Burman, Jenna Halstead, Council Member Vanessa Demuth, Senior Engineer Technician Derick
Anderson, John Morast Interim Director of Public Works/City Engineer.
2. ADDITIONS OR CORRECTIONS TO AGENDA
John Morast asked if a council update could be added to the agenda.
3. APPROVAL OF MINUTES
Motion by Koch-Levine. Second by Burman.
Ayes: 6
Nays: 0. Motion carried.
4. PRESENTATIONS
No presentations
5. OLD BUSINESS
a. Partners in Energy
Discussed the Point Person needed for the Partners for Energy program. Requires a time
commitment of 15-20 hours, working with Xcel to facilitate workshops, goals and updates.
Need to put together a planning team of 10-20 community members.
Approve a member of the ESTF being the Lead Point Person for the Energy Partners in
Energy program.
Motion by Higgins Second by Kock-Levine
Ayes: 6

b. Organic Drop-off Site
Burman discussed a Dakota County program to open an Organic Drop-off site in West St. Paul.
6. NEW BUSINESS
a. Vanessa voting rights.
Discussed giving Council Member Vanessa DeMuth the right to vote.

Approve changing the bylaws to allow Vanessa to become a voting member.
Motion by Higgins Second by Miller
Ayes: 6

b. Sub Committees
2-3 Task Force members per sub committee
Committees to be formed:
Energy Efficiency, Water Conservation, Waste and Recycling
c. Rosemount Clean-up day
Glende will attend and help out where needed. The Task Force would like to show a presence
to residents and to listen and to answer any questions regarding environmental or sustainability
concerns. Glende will pass out literature to residents when possible.
d. Minutes
A member of the ESTF will take the meeting minutes on a rotating basis
e. Council Update
John Morast asked the Task Force to give a 5-10 minute update to the City Council at the
st
Novemebrer 1 meeting. A presentation will be given by Chair Glende to the Mayor and
Council Members of the things we are focusing on.
7. ANNOUNCEMENTS
The ESTF welcomes Jenna Halstead as a new member.
8. ADJOURNMENT
There being no further business to discuss the meeting was adjourned at 7:05 p.m.
