ISSUE
A couple of weeks ago staff met with representatives of Xcel Energy regarding a new shovel ready
program they are starting. Xcel would like to include several properties in Rosemount in their program,
including two sites which are part of the UMore site. A spreadsheet of required information to fulfill the
program requirements is attached for your information. Much of the information has already been
gathered t which includes 200-300 acres south of County Road 42, east of
DCTC. We believe compiling the remaining information will be easy and are awaiting the University staff
to complete what information they have available. At our meeting we also discussed entering the NE 160
acres of the UMore site which will be marketed by OPUS.
Staff also noted that there is currently a shovel ready site in the business park, and staff will provide that
information to Xcel also. Finally, staff invited the golf course property owners to the meeting to gauge
their level of interest. They will be contacting the City if they decide to participate in the program.
Xcel is starting this program to assist in their economic development efforts. The program will be free for
the City, except for staff time and any information not readily available that is required to complete the
forms. Staff has indicated that at this point, the property owner is responsible. The University believes they
have the necessary information; it would be more if other sites enter into the program. The main question
is a site survey and phase I environmental review. As part of the program, Xcel attends trade shows and
conference to attract high energy users into their service territory. Often these are the same events that
DEED and Greater MSP attend. Certainly any additional marketing of Rosemount opportunities is
welcome and we continue to work on this project.
