CALL TO ORDER: Eliason called the meeting to ordex at 7:01 p.m. 2. ADDITIONS TO THE AGENDA: None 3. APPROVAL OF THE AUGUST 22,2016 MEETING MINUTES: MOTION by Farrell to appYove the minutes of the August 22,2016 meeting. SECOND by Young. Ayes: 7 Nays: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 6. OLD BUSINESS: None 7. NEW BUSINESS: a. St. Croi�c Home Builders Addition—Schultz reviewed the location and plat maps for this 11 townhome pxoject to be built on 1.49 acxes of la.nd just east of Chippendale Ave. and north of Co. Rd. 42. Staff is xecommending collecting cash dedication in lieu of land in the amount of $37,400 (11 unites x$3400 per unit),as no park is called for in this area. There a.Ye so few units that the developex is not pxoposing any sidewalks fox the interior area of the apartment complex. MOTION by Tilson to recommend that the City collect cash in lieu of land for the paxks dedication xequirements for the St. Cxoix Home Builders Addition in the amount of $37,400. SECOND by Farrell. Ayes: 7 Nays: 0 Motion passed. b. Rosewood Commons Apartment Complex—The site for this complex is south of Rosemount Stoxage on 145�' St. and west of E1doYado Packa.ging, on 12.24 acres. The complex includes seven buildings and 232 units (78 two bedxoom and 154 one bedroom units). A sidewalk is proposed that loops the interior of the entire facility. Biscayne, Central and Erickson paxks are all located nea,Yby, so no new park is identified for the axea. Sta,ff is xecommending collecting cash in lieu of land in the amount of$788,800, (232 units x$3,400 pex unit). Schultz mentioned that this might also be a good time to look at improving Biscayne Paxk. The Commission asked if anything is planned to help people safely cross the railroad tracks on the south side of 145`�'Street. Pex Schultz, City staff has talked about purchasing an easement and putting sidewalks in so people can cxoss safely.Thexe axe no connections to the other development neaxby and the only access to the complex will be 145�' Street at the xa.ilxoad tracks.The Commission asked if the railroad fence would stay up. Schultz will check on this and let the Commission know what he finds out. Ayes: 7 Nays: 0 Motion passed. - 1 - PARKS & RECREATION COMMISSION September 26, 2016 Regular Meeting c. Director's Report-'The park improvement fund balance as of August 31, 2016 was $316,814.43. Dedication fees of$10,200 were received. T'heYe wexe no grants or donations. Interest was $1,412.75. 'There were e�enditures of$3,998.92 fox Ailesbury Pa,rk and Greystone Paxk professional services. MN Wild Learn to Play Hockey Program—The Rosemount Ice Arena is a host site in Septembex for this hockey progYam presented by the MN Wild and Hy-Vee. The pxogtam offers kids four sessions of hockey instruction as well as a variety of hockey equipment, including helmet, shouldex pads,gloves,bxeezexs,hockey skates and everything they need to get them set up to play hockey, all fox only the$100 registration fee. Who Done It Hike—This year's hike was very successful and had much highex attendance than in 2015. 'I'he event is a colla.boxation of the S.O.R.R (South of the River RecreatoYs) cities of Apple Valley,Burnsville, Eagan, Farnzington,Lakeville,Rosemount and Savage. Adopt A Park—Kidder Park, Winds Park and oux newest pa.rk,Ailesbury Park,were adopted in the last three weeks. All of our city parks aYe adopted at this time. Garden Plots—One of our gaxden plot paxticipants shared with us that he had entexed some of the produce at the Dakota County Fair and won a number of ribbons. We plan to encouxage gardeners to donate some of their pxoduce to Second Harvest in 2017. Capital Improvement Program Budget(CIP)—The CIP budget is in the pxocess of finalized. This is the City's 10 yeax pla.n for projects. Schultz will bring the pla,n to the Commission for xeview at a future meeting. Market Value Analysis—Dennis Kelsall& Co.—Schultz handed out a Market Va1ue Analysis from July 2010. Mr. Kelsall has retixed since this analysis was done. Schultz is in the pxocess of finding anothex appraiser who can provide us with a curYent analysis. Schultz will bring back more information on this as he receives it. 8.
