Work Session The meeting was called to order at 6:33 p.m. Commissioners Kenninger, VanderWiel, Clements, Freeman, Henrie, and Mele were present. Commissioner Forester was absent. Dan Schultz, Parks and Recreation Director, provided an update on how the Parks and Recreation Commission is going about updating the Parks Plan. The Planning Commission asked about how improvements to the existing facilities can be made to attract more tournaments. Commissioners also asked about the different types of parks within the Parks Plan. Director Schultz discussed with the Planning Commission community outreach opportunities and methods used to develop the plan update. Commissioners suggested visiting elementary schools and using electronic methods of engagement. The commission also had questions about how Director Schultz determined whether to accept cash in-lieu of land when reviewing developments. Director Schultz described the challenges that arise with developments that are built in phases and identifying where a park would go. Park dedication fees are paid with the final platting rather than with the preliminary plat. Senior Planner Kyle Klatt presented an update of the Community Context section of the Comprehensive Plan. Changes that were made included more information about UMore Park such as land use and mineral extraction, the developments that have taken place downtown, updated tables to be more gender-neutral and easier to read, the addition of a section on the workforce that describes where people work and what kind of jobs they do. The Commission provided feedback to Senior Planner Klatt that they liked the increased coverage of recent changes rather than looking back on the “good old days” of Rosemount. Other feedback dealt with formatting and improving legibility and clarity. Senior Planner Klatt also updated the Planning Commission on changes to the Land Use Plan that have come from the various small-area and community meetings. No changes to the North-Central area are being proposed, but there was some interest from the Commission to add Low Density Residential to a portion of the area in that part of the city. Senior Planner Klatt also mentioned that some areas within UMore should be guided since they can be served by sewer and water and are not encumbered by environmental clean-up. The commission felt like there should be more discussion about the land use within UMore Park to ensure cohesion with other land use districts. Any proposed guiding of land within UMore Park would be tentative since it is unclear how and when the University will move forward with development of its land. The Commission and Staff discussed the need for a land use plan to enable public works to plan for utilities to serve future growth. The work session concluded with a Staff update of the community-wide meeting that took place in September and how the City is looking for ways to continue engaging the public as the process of updating the City’s Comprehensive Plan moves forward.
