EXECUTIVE SUMMARY FOR ACTION
January 4, 2005
ISSUE
It is customary for the Mayor of the City of Rosemount to administer the Oath of Office to
newly elected Council Members.
BACKGROUND
On November 2, 2004, Mike Baxter and Phillip Sterner received the majority of votes for
two Council Member positions. Council Members Elect Baxter and Strayton have attended
most of the Council meetings since the election and are eager to begin their positions as
leaders of the community.
Minnesota State Statutes 358.05 requires that officials must take and sign an oath of office
before exercising any of their powers or duties.
SUMMARY
By way of the election, the residents of Rosemount have shown support for Mike Baxter
and Phillip Sterner The Oath of Office should be administered by the Mayor as the City
Council looks forward to working with Mike Baxter and Phillip Sterner on all city issues.

I, Mike Baxter, solemnly swear that I will support the Constitution of the United
States and of the State of Minnesota, and faithfully discharge the duties of City
Council Member of the Rosemount City Council for the City of Rosemount in the
County of Dakota and the State of Minnesota, to the best of my judgment and
ability. So help me God.
