This Comprehensive Guide Plan Amendment apphcation was initiated by staff to bring the future
land use designation for the Bards Crossing properties into comphance with the ongmal Evermoor
PUD design as well as the current zoning designation. The site is currently guided 1R, Transitional
Residential By contrast, the site is zoned R -4, High Density Residential and will soon contain 2
three -story condomnuum buildings To bring the Comprehensive Guide Plan designation mto
compliance, staff recommends changing the Comprehensive Guide Plan designation to HD, High
Density Residential.
It is important to note that the proposed land use designation change will not affect an owners' use
or enjoyment of their property. In fact, this change will ensure that the Bards Crossing project
develops as originally intended by the Evermoor Planned Umt Development (See Change #5 on
attached maps)
PLANNING COMMISSION ACTION
The planning commission held a pubhc hearing for this item on November 22, 2005 Copies of the
minutes from that meeting are attached for your reference. After hearing no pubhc comment, the
commission voted unanimously to recommend that the City Council approve amending the 2020
Comprehensive Guide designation for Lots 1 and 2, Block 1, Bards Crossing Addition from TR,
Transitional Residential to HD, High Density Residential.

CONCLUSION RECOMMENDATION
Staff recommends approval of a 2020 Comprehensive Guide Plan Amendment for the Bards
Crossing properties legally described as Lots 1 and 2, Block 1, Bards Crossing Addition from 1R,
Transitional Residential to HD, High Density Residential. This recommendation is based on the
findings that the current future land use designauon (TR Transitional Residential) does not comply
with the project's design (2 three -story condomuuum buildings) or zoning designation (R -4, High
Density Residential). Re- guiding the future land use designation for these sites to HD, High Density
Residential will eliminate this inconsistency while ensuring that the Bards Crossing project develops
as originally intended by the Ec ermoor Planned Umt Development.

A RESOLUTION APPROVING THE COMPREHENSIVE
GUIDE PLAN AMENDMENT TO THE BARDS CROSSING ADDITION
WHEREAS, the Community Development Department of the City of Rosemount requested a
Comprehensive Guide Plan Amendment to reguide the properties located in the Bards Crossing
Addition in the Evermoor Development to bring the future land use designations into compliance
with the original Evermoor PUD design and zoning designation.
WHEREAS, on November 22, 2005, the Planning Commission of the City of Rosemount held a
public hearing to receive public comment on the Comprehensive Guide Plan Amendment
changing the land use in the Bard's Crossing Addition from TR, Traditional Residential to HD,
High Density Residential; and
WHEREAS, the Planning Commission adopted a motion to recommend that the City Council
approve a 2020 Comprehensive Plan Amendment for the Bards Crossing properties legally
described as Lots 1 and 2, Block 1, Bards Crossing Addition from TR, Transitional Residential to
HD, High Density Residential; and
WHEREAS, on December 20, 2005, the City Council of the City of Rosemount reviewed the
Planning Commission's recommendation and the Comprehensive Guide Plan Amendments
reguiding the properties in the Bard's Crossing Addition of the Evermoor Development.
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
approves the Comprehensive Guide Plan Amendment reguiding the property in the Bard's
Crossing Adiditon of the Evermoor Development as outlined above and illustrated on Exhibit A
(attached) subject to Metropolitan Council approval.
ADOPTED this 20th day of December, 2005 by the City Council of the City of Rosemount.

Draft Excerpt of Minutes from the Regular Planning Commission Meeting of
November 22, 2005
Public Hearing:
5b. 05 -56 -CP Bards Crossing Comp Plan Amendment.
Mr. Lindahl reviewed the staff report. This Comprehensive Plan Amendment apphcation
was initiated by staff to bang the future land use designation for the Bards Crossing
properties into compliance with the existing project's design and zoning designation. The
site is currently guided TR, Transmonal Residential. Transitional Residential is a relatively
low density land use category typically used as a temporary holder for properties until they
develop By contrast, the site is zoned R-4, High Density Residential and will soon contam 2
three -story condomuuum buildings.
Chairperson Messner asked the Commission if they had any questions for Lindahl. There
were no questions for Mr. Lindahl.
Chairperson Messner opened the Pubhc Hearing.
MOTION by Zurn to close the Public Hearing Second by Schwartz. Ayes: All.
Nayes: None. Public Hearing closed
Chairperson Messner asked the Commission for any additional follow -up comments or
questions.
MOTION by Schultz to recommend that the City Council approve a 2020
Comprehensive Plan Amendment for the Bards Crossing properties legally described
as Lots 1 and 2, Block 1, Bards Crossing Addition from 1'R, Transitional Residential
to HD, High Density Residential
Second by Schwartz. Ayes: All. Nayes: None. Motion approved.
