EXECUTIVE SUMMARY FOR ACTION
City Council Regular Meeting: December 20, 2005
ISSUE
Pohce Reserve Officers are an integral part of the Police Department's organizational structure and
are readily idennfiable by their umforms. As a reservist, one needs to attend training sessions and is
included in the City's workers compensation coverage due to his /her duties, responsibilities, and
relanonship with the City.
BACKGROUND
The intention of the stipend is to provide an incentive to the reservists to meet their annual
commitment of hours. The projected costs for payment of the stipend for 2005 and 2006 are listed
below:
Because this is the first year of implementing the program and reservists were recently provided
notice of the new incentive pay program, for 2005 the proposal is to provide a stipend to each
reserve at a tate of $1 per hour for each hour worked through November 30, 2005.
For the twelve reserves in the program m 2005 this will amount to a total payout of $1,100.
Amounts range from $120 to $17. There are funds in the part -time employee police budget to
cover this expense for 2005 due to fewer hours being scheduled based on workload for the
part-time secretary position.
2006
Compensation will only be paid to those reservists who meet the requirement of 120 hours for the
year. The incentive pay program has been explained to each of the current members of the
program They understand that pay m 2006 and beyond will be paid only upon satisfying the full
commitment of hours. Based upon the performance of reservists over the last few years, it is
expected that approximately 75% of the members will meet the goal of 120 hours. This will result
m a cost of $1,080. If all members meet the goal the cost would be $1,440.
SUMMARY
It is requested that Council approve Police Reserve Officers with an annual stipend not to exceed
$120 This would be paid at the end of the year.
