EXECUTIVE SUMMARY
BACKGROUND
As part of the Goal Setting Session, the Council indicated staff should analyze hfestyle housing options
within the City. Two of the components associated with lifestyle or life -cycle housing are affordability and
rental versus home ownership. The following information and attached map are provided to address these
issues
DISCUSSION
The entire City, according to the GIS system, currently has 7509 parcels. Of that number, 6157 are
residential in nature, meaning that there is a residential unit on the site. Based upon the data from the
County records, 5813 of the parcels are homesteaded. That means that they are owner- occupied.
Therefore, 344 of the parcels would be rented. We do not have an accurate figure on the number of rental
units in the community as the individual units do not show up m the parcel data. For example, the
Rosemount Woods Manufactured Home Park does not show up as 183 rental units, but rather one
residential parcel. Because of the limitations of the data, there are more rental units in the community than
projected in this exercise. It is estimated that there are approximately 422 designated rental units m the
community This number would not include all of the 344 noted above although there is most likely some
"double counting
Based upon the affordable housing figure from the Metropohtan Council there are 1429 units that are
affordable within the community Of that number, 1323 are owner occupied and 101 of them are rental
units. These are "for sale" units with a price of $193,700 or less based upon the assessed value of the
property
The attached map depicts the residential properties in the western 1 /3 of the community; where the
majority of residenual development has occurred The darker orange indicates that the property is non
homestead, meaning that it would be a rental. There has been no venficauon if units are vacant Units
under $193,700 in assessed value have a "dot" placed on the parcel. A larger map will be available at the
Council workshop.
