Minutes of the November 1, 2016 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, November 1, 2016, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included the following; o City Administrator Johnson o City Clerk Hadler o Interim Director of Public Works/City Engineer Morast o Chief of Police Scott o Community Development Director Lindquist o Finance Director May o Parks & Recreation Director Schultz The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no changes to the agenda. Motion by DeBettignies. Second by Weisensel. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3. a. New Police Officer Oath Of Office And Introduction Chief of Police Scott introduced Officer Joseph Hawkinson as the newest member of the Rosemount Police Department. Officer Hawkinson has been working for the Police Department as a Community Service Officer. Mayor Droste performed the swearing in ceremony. Officer Hawkinson’s mother pinned on his badge. 3. b. Progress Update – Environmental and Sustainability Task Force Mark Glende, Chair of the Environmental and Sustainability Task Force, gave a brief update of the activities of the ESTF. Mr. Glende noted that discussions with community members noted water and energy efficiency as the top interests with regard to environmental and sustainability issues. Mr. Glende noted an irrigation sensor to avoid overwatering of lawns. Mr. Glende noted vending machines as another way that energy is wasted and discussed ways to save energy and money with motion detectors. Other items that waste energy can be older exit signs, and gymnasium and ice arena lighting, and ways to address each one. The ESTF has applied for Partners in Energy, a free program through Xcel Energy, to develop and implement an energy action plan for the city. 6.b. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2016 3.c. Acknowledgement of Award of Certificate of Achievement for Excellence in Financial Reporting City Administrator Johnson stated that this is the 20th consecutive Award of Certificate of Achievement for Excellence in Financial Reporting. Finance Director May thanked his staff for the extra work it takes to achieve the award. Council members thanked Mr. May and his staff for their efforts. PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Demuth. Motion to Approve the Consent Agenda. a. Minutes of the October 10, 2106 Work Session Proceedings b. Payment Voucher 1 & 2 (Final) – Wells 4 & 5 Sealing and Chippendale Observation Well, Engineering Project 181 Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. 6. d. Receive Donation / Approve Expenditure – Shop with a Cop and Snacks for Kids Council member Nelson asked Chief Scott to discuss the item. Chief Scott explained that Officer Julie Pulkrabeck suggested the start of the program. Last year the program helped 20 families in need. The children receive $100 to purchase gifts for their family and for themselves. The kids are treated to lunch at McDonald’s and then gifts are wrapped at City Hall. Councilmember DeBettignies noted the donation of $1600 from American Legion and the $800+ raised by the officers by bagging groceries. Councilmember Nelson reiterated his thanks to Officer Pulkrabeck and her connection to 360 Communities. Chief Scott also noted the snacks program at school that is helped by the American Legion donation. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2016 Motion by Nelson. Second by DeBettignies. Motion to approve the receipt of two donations totaling $1600.00 from the American Legion and approve expenditure of $1600.00 for children’s programs. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PUBLIC HEARINGS OLD BUSINESS NEW BUSINESS ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council work session will be held on Monday, November 7, 2016, at 6:30 p.m. The next City Council meeting will be held on Monday, November 14, 2016, at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by DeBettignies, the meeting was adjourned at 7:32 p.m. Respectfully Submitted, Clarissa Hadler, City Clerk
