RECOMMENDED ACTION:
Motion to declare the results and to declare Jeff Weisensel and Heidi Freske winners of
the November 8, 2016, City of Rosemount General Election.
SUMMARY
The City Council serves as the canvassing board for city elections. An abstract including the return
information of the November 8th, 2016, General Election has been provided to use for declaring the
official results.
The winners of the local race for Rosemount City Council are Jeff Weisensel, with 29.89% of the
votes, and Heidi Freske, with 24.79% of the votes. There were 18,654 votes cast on 13,362 ballots.
Voters were able to cast 2 votes, but many did not vote in the municipal race at all.
The City of Rosemount saw a significant increase in absentee voting due to the implementation of
“Early Voting” in 2016 and “No Excuse” Absentee Voting in 2014. We use the term “Early
Voting” to refer to the period between November 1st and November 7th, when an absentee voter
can place their ballot directly into a ballot counter. Absentee Voting began September 23rd. Overall,
absentee voters accounted for about one-third of all ballots cast, and 60% of absentee ballots were
cast during the Early Voting period, and 27% of all absentee ballots were cast on the last two days.
Voter turnout remained consistent with earlier Presidential elections at 84.47%, up less than one-half
a percent from 2012, but Rosemount is about 10% higher than the state average. Voter turnout
measures against the total registered voters, not the number of people who are eligible to vote.

voting on the following pages.
RECOMMENDATION
Staff recommends a motion to declare Jeff Weisensel and Heidi Freske winners of the November 8,
2016, City of Rosemount General Election.
