WORK SESSION PROCEEDINGS
NOVEMBER 7, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Monday,
November 7, 2016 beginning at 6:30 p.m. in the Conference Room at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Demuth, Nelson and
Weisensel attending. Staff present included City Administrator Johnson, Parks and Recreation Director
Schultz, Community Development Director Lindquist, Interim Public Works Director Morast, and
Police Chief Scott.
Others present included David Chumbley of RAAA, Craig Nelson from RAHA (arrived late), and Kim
Ukura from the Rosemount Town Pages.
2. a. 2017 Budget Update and Review
City Administrator Johnson reviewed the preliminary budget adopted in September and updated information
on the tax valuations. The estimate of Rosemount’s tax base has increased since the previous estimate. As a
result, the impact of the preliminary budget on the median value home of about $250,000 is now $18 annually
instead of the $21 annually previously estimated.
Mr. Johnson also reviewed several charts showing current and historical information about tax levies,
valuations, and tax rates as they compare with the other cities in Dakota County. He inquired whether or not
council members wished to suggest any changes in the preliminary budget before the public hearing and final
adoption scheduled for December 6, 2016. No council members requested any changes.
Council members agreed to reverse the order of items 2.b. and 2.c. to allow Craig Nelson
time to arrive at the meeting and participate.
2. c. Legislative Agenda
City Administrator Johnson reviewed the 2016 Legislative Priorities adopted by the Council. Discussion
ensued about the status of each item and which ones should be retained or modified for the 2017 Legislative
Agenda. The item regarding the interchange at County Road 42 and Highway 52 should be modified to
include requesting funding for the full interchange at the earliest possible date. The item relating to legislation
addressing trains blocking crossings should be removed due to recent court decisions holding that federal law
supersedes state law on this issue. The item relating to possible legislation on drones should be clarified that
the main issue is protecting privacy of individuals. The items relating to early voting and police body cameras
should be removed because they were addressed by the 2016 Legislature. The item on supporting a Youth
Intervention Program state grant will be researched further regarding its current status. All other items on
the 2016 program should be carried over to the 2017 Legislative Program. Council members can notify staff
of any further additions desired for the Program before final adoption.

2. b. Capital Improvement Plan
City Administrator Johnson reviewed the staff report regarding significant updates for projects relating to
Parks and Recreation, building facilities, major road improvements, and significant utility projects. He noted
that the memo should have also included a reference to a proposal to allocate $500,000 for assistance for a
potential new field house project in Rosemount. Mayor Droste suggested that the completion of the Flint
Hills fields should come before the UMore ball field project. After discussion, there was no direction from
council to change the order of the two projects.
Council members discussed whether or not any funds should be allocated toward pickle ball courts. Staff was
directed to check with Apple Valley on numbers of participants and costs. Council member Nelson also
suggested that funds be included to purchase land for a future Ice Arena. Administrator Johnson noted that
all available funds have been allocated in the plan and this possible expenditure would have to replace some
other project in the plan. Mayor Droste stated that land should not be acquired until such time as the voters
approve the funding for an arena, perhaps in the 2018 General Election.
Council member Weisensel inquired about adding the cost of extending sewer and water lines to UMore Park
should be included. Staff will review this inquiry further before final adoption of the plan. Council member
Demuth inquired about adding in funds for the reuse of water at the splash pad if a grant is received to help
with the costs. Finance Director May indicated that the matching funds could come from the water utility
operating funds and do not need to be included in the Capital Improvement Plan.
Council member Debettignies summarized the discussions to date of the Facilities task force on facilities
needs for Police, Public Works and City Hall. Council members discussed the three options in the staff
report and supported the proposed funding to possibly implement some of the proposals in 2017.
Council members agreed that that plan as proposed can move forward for further review from the Parks and
Recreation Commission and the Planning Commission before final adoption is considered in December.
UPDATES
Administrator Johnson reviewed the County’s actions to depart from CTIB )Counties Transit Improvement
Board) beginning in 2019. Options to make up the funding from a local sales tax will be considered by the
County. Several cities are working on resolutions to be included in the transportation and transit planning. A
resolution may be presented to the Rosemount Council in the next month or two.
Community Development Director Lindquist discussed a meeting with OPUS representatives regarding their
plan for a business park on the northeast corner of UMore property. One significant issue will be the how
much of the forested area can be preserved while still maintaining a viable site for development. The City has
also been working on plans to extend utilities to the site.
Ms. Lindquist also discussed a meeting held with representatives of Dominium who have expressed interest
in developing affordable, independent living senior units in the Akron Avenue area. They may be interested
in building 150-200 units.

Ms. Lindquist discussed a meeting held with the MPCA and others which clarified that the proposed
Enerkem project will need one or more EAW studies and that the Council cannot take any final action on
zoning or other permits until the EAW process is complete.
Finally, Ms. Lindquist discussed a proposed infill housing development project along 160th street between
Chippendale and Highway 3. Traffic concerns entering on to 160th were discussed and Mayor Droste
suggested that the developer hold a neighborhood meeting.
Park and Recreation Director Schultz noted that a mockup of a new sign is now in place in front of City Hall.
Council members discussed site distances and visibility and also how the sign would be used.
Council member Demuth brought up a concern from a resident about too many houses being converted to
rental units in a neighborhood in north central Rosemount. Several cities have adopted ordinances setting
maximum percentages of a block that can be rental property. Staff was requested to come back with further
information on such ordinances at a future meeting.
Mayor Droste showed the Council a campaign ad that appeared to feature the Flint Hills refinery in a negative
way.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste, second by
Nelsons, the meeting was unanimously adjourned at 10:25 p.m.
