ACTION:
BACKGROUND:
On August 17, 2004, City Council authorized the preparation of a Feasibility Report to
address development related infrastructure costs attributed to Evermoor Glendalough
5' 10 Additions Street and Utility Construction project. Evermoor Glendalough 5 h
Addition has been designated as City Project No. 389.
Attached please find a copy of the Feasibility Report for Glendalough 5th 10
Additions Street and Utility Construction project. This report addresses the construction
of streets and utilities within the Glendalough development for the 5 6 th 7' 8 th g`
and 10th Additions, along with the estimated costs and proposed funding. The
feasibility report includes the remaining individual area within the Evermoor
development to better address the infrastructure needs and impacts on a regional basis
within a single development. A brief review of the proposed improvements and funding
is as follows:
1. LOCATION
The project is located on a 97.45 acre tract which is bordered by Connemara Trail on
the south and the Rosemount Hills 3 1d Addition on the north. The east tract line follows
the rear yard property lines of the properties fronting the west side of Dodd Boulevard.
The west side adjoins the existing Glendalough additions and other existing Evermoor
additions.

2.STREETS
City streets to be constructed as a part of Evermoor Glendalough 5` 10` Additions
will be constructed to a width of 28 -feet with modified 'S' (surmountable) concrete curb
and gutter. Several Private Streets will also be constructed as part of the proposed site
improvements. All proposed private streets are to be constructed to a width of 24 -feet
with modified 'S' (surmountable) concrete curb and gutter. Parking will not be allowed
along the private streets.
3. STORM SEWER
The proposed storm sewer improvements include the construction of lateral storm
sewer systems to serve both the public and private road rights -of -way. The site storm
sewer systems will be designed for a 10 -year rainfall event. Stormwater will be routed
in a manner consistent with Rosemount's Comprehensive Storm Water Management
Plan in effect at the time the area was platted. Most of the storm water runoff from the
site will be directed to a large existing closed depression along the north side of the
tract. This area has been designated as a regional storm water management pond
area in the Comprehensive Stormwater Management Plan. A lift station and force main
system will provide the controlled outlet for this area.
4. SANITARY SEWER
Sanitary sewer service for Evermoor Glendalough 51h 10` Additions development will
be provided from an existing force main stub that was constructed in the existing
section of Couchtown Path. 8 -inch sanitary sewer mains will be constructed in the
internal roadways as needed to provide for sanitary sewer service throughout the
proposed Evermoor Glendalough 5` 10' Additions development. A local sanitary
sewer lift station, proposed to be located in the cul -de -sac of Coachwood Trail, will be
required as part of the site improvements and will connect to the existing force main
stub in Couchtown Path.
5. WATERMAIN
The watermain will connect to existing 8 -inch ductile iron pipe (DIP) that was stubbed to
the site during the construction of the 16 -inch trunk line as part of the Connemara Trail
extension. 8 -inch DIP watermain will be constructed in each internal roadway as
needed to provide water service to the individual lots and to allow for looping throughout
the proposed Evermoor Glendalough 5 10 Additions development. Fire hydrants
will be installed along City streets in accordance with City Standards.
6. PEDESTRIAN FACILITIES
A 5 -foot wide concrete sidewalk will be constructed along both sides of all of the interior
public streets according to the conditions of approval of the preliminary plat. An 8 -foot
wide bituminous pathway is proposed to be constructed along the north tract line and in
a proposed open area on the west side of the tract and as directed by the City Parks
and Recreation Director.
7. FUNDING
The estimated construction cost for the Glendalough 5 th Addition only, is $798,930.00
as shown in the following table:

Costs that are not included as part of the estimated construction costs for the 5th
Addition are City fees and plat fees. The total estimated project cost including these
additional fees is $1,247,186.00 as shown in the following table:

Plat fees include storm water conveyance fees, water access charges, sanitary sewer
access charges, park dedication fees and any other pertinent fees. City fees include
engineering fees, legal fees, administration fees, and any other pertinent City fees.
The developer, Lundgren Brothers, will be funding the entire cost for the Glendalough
5` Addition. However, due to the oversizing of the storm sewer lift station and
associated forcemain, City Storm Sewer Core Funds will be utilized to fund the lift
station and forcemain when constructed in later phases. The cost appropriation was
determined on a pro -rated area basis. The estimated cost for future phases is as
follows:

At this time, the developer, Lundgren Brothers, has submitted a final plat for approval
for the Glendalough 5` Addition only. Accordingly, the improvements proposed to be
completed in 2005 are for the Glendalough 5' Addition only. As the developer submits
plats for future Additions, this report will be referenced when preparing the plans and
specifications for the associated improvement projects.
If requested, Staff will provide a brief overview of the feasibility report.
SUMMARY:
Staff requests Council adopt a resolution receiving the feasibility report and authorize
the preparation of plans and specifications for Glendalough 5ih Addition, City Project

5 TH STREET AND UTILITY IMPROVMENTS

WHEREAS, pursuant to the resolutions of the Council adopted on August 17, 2004, a report has
been prepared by the City Engineerwith reference to the improvement of Evermoor Glendalough
5 th -10` Street and Utility Improvements City Project #389, and this report was received by the
Council on January 18, 2005, and
WHEREAS, the report provides information regarding whether the proposed projects are
necessary, cost effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. Such improvements are hereby ordered as proposed in the Feasibility Report for the
project.
2. The City Engineer is hereby ordered to prepare plans and specifications for the making of
such improvements within the Evermoor Glendalough 5` Addition.

L EXECUTIVE SUMMARY
' This re ort is written to address im rovements related to the develo ment of Evermoor's
proposed Glendalough 5�`— 10�'Additions. Evermoor's Glendalough 5�— 10�'Additions is a
, continuation of the Evermoor Glendalough neighborhood. The development consists of 188
single-family residential units located on 97.45 acres located along the north side of Connexnara
' Trail and west of Dodd Boulevard. The Glendalough Additions are located in the northeast
corner of the Evermoor tract and these additions represent the last remaining areas in the
Evermoor project. The proposed residential development will be enrirely single-family homes.
A map showing the project location is shown on Figures 1 and 2.
,
The proposed improvements include the construction of city streets that include concrete curb
and gutter and 5-foot concrete sidewalks. 8-foot bituminous pathways will also be constructed
' as part of adjacent park facilities. Utility improvements include the construction of lateral
sanitary sewer mains,watermains, lateral storm sewer systems, and a local sanitary sewer lift
station and force main system. A regional storm sewer lift station and force main system will
' also be constructed as part of the overall site improvements.
The total estimated project cost for the street and utility improvements for Evermoor's
, Glendalough 5`�Addition is $1,247,186,including a11 City of Rosemount Development Charges,
City Fees, Engineering Fees and other associated costs. The total estimated project cost for the
' street and utility improvements for Evermoor's Glendalough 6�`— 10�'Additions is $4,757,410,
including 30%Indirect Costs and City of Rosemount Regional Pond and Lateral Trunk
Conveyance System improvements. Actual City of Rosemount Development Charges, City
' Fees, Engineering Fees and other associated costs will be calculated for each Addition at the time
the Final Plat is approved.
' The cost of all streets and utility lateral improvements for this project will be financed by the
developer,Lundgren Brothers Construction. The grading of the site will be completed by the
developer prior to any street and utility improvements in each addition.
' It is anticipated that the public improvements for Evermoor's Glendalough Sth Addition,will be
started in the spring of 2005 and fully completed,including all restoration items except the
, bituminous wear course by summer of 2005. The schedule for completion of the remaining
Additions of Eveimoor's Glendalough development will be determined by the developer,
Lundgren Brothers Construction.
' This project is feasible,necessary, and cost-effective from an engineering standpoint and should
be constructed as proposed herein.

2. INTRODUCTION
'
21 Authorization
tOn August 17, 2004,the Rosemount City Council authorized the preparation of a Feasibility
Report to address development-related infrastructure costs attributed to Evermoor's Glendalough
5�'— 10`�Additions Street and Utility Construction project. Evexmoor's Glendalough 5�'
' Addition has been designated as City Project No. 389.
' The developer,Lundgren Brothers Construction,will be funding all costs except storm water lift
stations and associated force main over-sizing,which will be financed by the City Storm Sewer
Trunk Fund.
' 2.2 Scope
, This report addresses the construction of street and utility improvements necessary for the
development of Evermoor's Glendalough 5�'— 10�Additions development located north of
Connemara Trail and west of Trunk Highway 3. In order to address the development issues from
' a regional standpoint,this report reviews the endre area to be developed within Evermoor's
Glendalough 5�'— 10�'Additions. This report will provide a basis for the completion of the
remaining Evermoor's Glendalough Additions in phases.
' The proposed improvements include construction of streets, lateral sanitary sewer mains,lateral
watermain, lateral storm sewer systems, a local sanitary sewer lift station and force main and a
' storm sewer lift station and force main. Site grading will be completed privately prior to
construction of the street and utility improvements.
' The Feasibility Report for the proposed County Road No. 38 improvements includes three
alternative analyses of ways to provide sanitary sewer to 132nd Street W., Dodd Boulevard and
possible future developments to the north and east. Two of these alternates include connecting to
' sanitary sewer mains and water mains that will be constructed as part of the Glendalough
Additions. One alternate would connect to the Glendawoods Way stub road in the 7�'Addition.
The other alternate would connect to the utilities in Glendawoods Green and extend northeast
' along lot lines to Dodd Boulevard. For a more detailed review of these potential future utility
connections refer to the"County Road 38 (Bonaire Path),Trunk Highway 3 to East Tract Line of

' 3. General Background
' 3.1 Project Location (Figures 1 and 2)
The project is located on a 97.45 acre tract which is bordered by Connemaza Trail on the south
' and the Rosemount Hills 3rd Addition on the north. The east tract line follows the reaz yard
property lines of the properties fronting the west side of Dodd Boulevard. The west side adjoins
the existing Glendalough additions and other,existing Evermoor additions.
'
3.2 Egisting Conditions
' Most of the area of the tract is abandoned farm fields,overgrown fence rows and small wooded
azeas.
, The proposed development, as platted,will abandon the section of Dodd Boulevard from
Connemara Trail north approximately 1,000 feet north. If this occurs, a permanent cul-de-sac
' and associated right-of-way must be provided on the south end of the remaining roadway section
to provide continued public access to the two existing homes.
Access to the tract is available from Connemaza Trail and from Glendalough 1 St—3'�Additions.
� Two stub roads were constructed into this area during the construction of Connemaza Trail and
Couchtown Path was built as a stub road in an earlier addition of Glendalough.
, Most of the tract presently drains to a large closed depression located along the northern edge of
the project area. A small area drains south to Connemara Tail.
, The project area is currently served by the Rosemount West Water System from a 16-inch DIP
trunk watermain in Connemara Trail. There are 8-inch DIl' stubs to the north from Connemara
' Trail at each stub road and from Couchtown Path in the existing section of Glendalough to
provide water service for development of the tract.
, An existing force main stub was constructed in Couchtovvn Path in the existing section of
Glendalough to provide for sanitary sewer service for development of the tract.
' Magellan Midstreaxn Partners, Ina and Koch Pipeline have parallel pipelines that cross the
southeast corner of the tract.
' The tract is zoned PUD (Planned Unit Development). The development has been laid out to
meet the smaller lot and larger open space areas that the PUD zoning was designed to create.
' There are private utilities located along Connemara Trail and along Couchtown Path in the
earlier additions of Glendalough.

4. PROPOSED IMPROVEMENTS
, 4.1 Streets
' City streets to be constructed as a part of Evermoor's Glendalough 5�`— 10�'Additions include;
■ T'he extension of Couchtown Path to the north,
■ Coachwood Trail and Couchwood Square(two proposed cul-de-sacs in the northwest
, corner of the tract),
■ Couchtown Avenue North(which will connect with Couchtown Path and loop east and
south to connect with Connemara Trail at the existing east stub road),
' ■ Glendalough Trail(which will start at Connemara Trail at the other e�sting stub road and
loop north across Couchtown Avenue N., then west, then back south to create a tee-
intersection with Couchtown Avenue N.),
, ■ Tara Commons Trail (a road to the north off of Couchtown Avenue N., along the east
side of the tract),
■ Glendawoods Square(a short cul-de-sac in the northeast corner of the tract),
, ■ Tara Coxnmons Court and Coachtown Street(a cul-de-sac and a stub street, respectively,
in the southeast comer of the tract), and
■ Glendawoods Way(a short west-east road connecting Glendalough Trail, Tara Commons
, Trail and the east tract line).
Several Private Streets will also be constructed as part of the proposed site improvements. These
, streets include:
■ Belvedere Green(a short loop road to the west of Glendalough Trail and south of
Couchtown Avenue N.), - .
' ■ Marion Square(a short loop.road between Glendalough Trail and the north side of
Couchtown Avenue N.),
■ Tara Commons Green (a second short loop road inside the southwest corner of
' Couchtown Avenue N., neaz Connemara Trail), and
■ Glendawoods Green(a short loop in the northeast corner of the tract,inside the southwest
corner of Glendawoods Green and Tara Commons Trail).

' A local sanitary sewer lift station,proposed to be located in the cul-de-sac of Coachwood Trail,
will be required as part of the site improvements and will connect to the existing force main stub
' in Couchtown Path. The sanitary sewer lift station and force main will only serve the
Glendalough Additions;therefore, all costs associated with them have been included with the
developer's construction costs. The final approval of the location of the lift station in the center
, of the cul-de-sac will be dependent on the approval of a landscaping plan for the cul-de-sac,to be
submitted by the developer,to improve the lift station aesthetics and to screen the lift station
from public view.
' The way the proposed additions have been divided and numbered by the developer created a
situation where the sanitary sewer mains to serve the 7�'Addition are upstream of the proposed
' 9�'Addition. All estimated costs for construction of the sanitary sewer system through the 9�'
Addition have been included in the 7�'Addition Cost Opinion. If the developer decides to build
the 9�'Addition first,the estimated sanitary sewer construction.costs will be determined for the
' 9�'Addition and added to the Cost Opinion to that Addition.
4.3 Watermain (Figures 3-8)
' Water service will be extended from the e�sting Rosemount Water System. These proposed
improvements are in accordance with the Rosemount Water Supply and Distribution Plan.

without the need to construct a 16-inch DIP trunk watermain through the proposed Glendalough
Additions after construction occurs. Should the watermain extension from the east not receive
' approval as part of the proposed County Road No. 38 improvements,it will be recommended at
that time that a 16-inch DIP trunk watermain be installed from Connemara Trail north to the
t intersection of Dodd Boulevard and 132nd Street as part of the Glendalough 5�'— 10�Additions.
This report does not address this possibility in the Opinion of Cost for the required site
improvements.
, Based on industry standards,the water supply and available water storage capacity requirements
for this development's initial phases will be adequate after Well Na 12 is completed and
' operational in the Summer of 2005. The water supply and available water storage capacity
requirements of additional phases will be adequate after the Bacardi Tower is completed and
operational in the Fa11 of 2006.
, 4.4 Storm Sewer
' The proposed storm sewer improvements include the construction of lateral storm sewer systems
to serve both the public and private road rights-of-way. The site storm sewer systems will be
designed for a 10-year rainfall event.
' Stormwater will be routed in a manner consistent with Rosemount's Comprehensive Storm
Water Management Plan in effect at the time the area.was platted. There is a large existing
' closed depression along the west side of the Glendalough 5�'Addition in the northwest corner of
the tract. This area will remain undisturbed as much as possible and will be used as an
infiltration area. A new storm sewer pipe will be constructed to provide an overflow relief
, should the water level in the infiltration area rise to unsafe levels.
Most of the stormwater runoff from the site will be directed to another large existing closed
' depression along the north side of the tract. This area has been designated as a regional
stormwater management pond area in the Comprehensive Stormwater Management Plan. The
storm sewer s�stem built during the 1 St—4�'Additions will also be extended east and north
, through the 6 and 9�'Additions to this area. Most of the site stormwater runoff from all the
proposed improvements will be collected in new storm sewer systems and piped north to the
closed depression. The developer will grade the stormwater treatrnent ponds during the site
, grading operations. A'lift station and force main system will provide the controlled outlet for
this area. The force main will join another force main from a future City of Rosemount Regional
Pond to be located between Dodd Boulevard and Trunk Highway 3, appro�cimately midway
' between Connemara Trail and 132nd Street West. The force main will continue south along the
proposed roadway system and connect with an existing 18-inch DIP force main stub conshucted
as part of the Connemara.Trail storm sewer system. The over-sizing cost of the storm sewer lift
' starions and the force main systems are part of the City of Rosemount Lateral Trunk Conveyance
System and will be paid for with monies received from the Lateral Trunk Conveyance Fees. The
remaining costs for the storm sewer lift station and force main system will be paid for by the
' developer.

5.2 Funding

The funding for the lateral public improvements will be collected from the developer, Lundgren
' Brothers Construction. The Sanitary Sewer Core Funds and Storm Sewer Trunk Funds will fund
construction costs associated with the proposed lift stations and force mains.
' A breakdown of the funding for the project is as follows:
■ Streets: Lundgren Brothers Construction will fund the cost of all street improvements

construction of the storm sewer lift station, and a portion of the force main systems using
' monies from the Trunk Lateral Conveyance Fees collected from developers as part of the
_ plat fees. Lundgren Brothers Construction will fund the remaining portion of the force
main systems cost. The percentage of the force main systems cost will be pro-rated by
' looking at the drainage area of the proposed Glendalough 5�'— 10�'Additions that
contribute to the force main systems, and comparing it to the total area that exists within
the drainage area that contributes to the force main systems. As was noted in tables on
' the previous page, the total drainage area contributing to the force main systems is 202
acres, of which 97.45 acres is contributed by the proposed Glendalough 5�'— 10�`
Additions, or approximately 43%. As such, Lundgren Brothers Construction will fund

7. FEASIBILITY AND RECOMMENDATION

City Project No. 389 consists of the construction of street, sanitary sewer,watermain, storm
sewer, and appurtenant work as necessary to construct Evermoor's Glendalough 5�`Addition.
