HomeMy WebLinkAbout6.p. 2005 DNR Remediation GrantCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION City Council Meeting Date: April 5, 2005 AGENDA ITEM: 2005 DNR Remediation Grant AGENDA SECTION: Consent PREPARED BY: Dan Schultz, Parks and Recreation AGrBI�dJ/ v Director ATTACHMENTS: Grant Budget and Resolution of Support APPROVED BY- RECOMMENDED ACTION: Motion to approve the attached resolution supporting the submittal of the 2005 DNR Remediation Grant, ACTION: ISSUE The City of Rosemount recently participated in the purchase of a conservation easement from Aina Wiklund at 12110 Bacardi Avenue in Rosemount. The City is currently assisting Ms. Wiklund with a lot split of her 25 acres. Ms. Wiklund intends to keep 10 acres and donate 15 acres to the City of Rosemount. The Management Plan for the property includes restoring the natural resources and removing invasive species on site. BACKGROUND The Remediation Grant program provides funding to acquire, restore and protect lands damage by the release of hazardous substances from closed landfills. The City did submit a DNR Remediation grant in 2004 for acquiring and protecting open space but did not quality for the funding, The 2005 DNR Remediation Grant Program has been expanded to include money for restoration. SUMMARY With City Council support, staff will be submitting a remediation grant to restore 11 of the 15 acres Ms. Wiklund plans to donate to the City. The grant is seeking $45,928.75 (see attached budget) for the restoration work that will be done by contractors. The City does not need to provide matching funding to receive this grant. Friends of the Mississippi River has pledged $5,500.00 to the project. Its letter of commitment is enclosed. ITEM 7 RESOLUTION OF AUTHORIZATION A letter of support is included. The Rosemount City Council will address the enclosed resolution of authorization at their meeting on April 5, 2005. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005- A RESOLUTION SUPPORTING THE SUBMITTAL OF A DNR REMEDIATION GRANT APPLICATION WHEREAS, the City of Rosemount has participated in a multi-jurisdictional effort to place a conservation easement over the 25 15 -acre Wiklund Property, and WHEREAS, conservation easements and greenways can be valuable tools for the preservation of open space and wildlife corridors, and WHEREAS, the City of Rosemount supports the preservation and restoration of open space for its positive impact on our community's natural resources, and WHEREAS, the City of Rosemount has the legal authority to apply for financial assistance and ensure adequate management and protection, and WHEREAS, Dan Schultz, Director of Parks and Recreation is authorized to apply to the Department of Natural Resources for funding of this project on behalf of the City of Rosemount and to execute such agreements as are necessary to implement the project on behalf of the City, and WHEREAS, the City of Rosemount has not incurred any costs described in Item 5 of the grant application, NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount supports the woodland restoration of the property owned by Ama Wiklund at 12110 Bacardi Avenue, Rosemount, MN 55068. The City of Rosemount shall act as legal sponsor for the protect contained in the Remediation Fund Grant Program Application. BE IT FURTHER RESOLVED that upon approval of its application by the state, the City of Rosemount may enter into an agreement with the State of Minnesota for the above referenced project, and that it will comply with all applicable laws and regulations as stated in the grant agreement including dedicating the project property for natural resource conservation and protection uses in perpetuity. BE IT FURTHER RESOLVED that in the event of title discrepancies or encumbrances that the Department of Natural Resources deems interfere with the purpose for which these funds were granted, or if the D epartment o f N atural R esources d etermines t hat the p roject o r property 1 s n o longer u sed and maintained for its original purpose, the City of Rosemount shall reimburse DNR for the state funds received for the project.
