Spirit of Rosemount AwardsCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION City Council Meeting Date March 15, 2005 AGENDA ITEM: Spirit of Rosemount Awards AGENDA SECTION: partment Head Reports PREPARED BY: Gary D Kalstabakken, Chief of A AG EN1 iA fJ ATTACHMENTS: NONE PPROVED BY: RECOMMENDED ACTION: Presentation of Spirit of Rosemount Awards ACTION: SUMMARY On January 15, 2005, three women exemplified the Spirit of Rosemount and the City Council is being asked tonight to recognize their life- saving actions On January 15, 2005, at about 1.45 p m Mr Lyndon Cowell was at the Rosemount Middle School watching his grandson at a swim meet Mr Cowell suffered cardiac arrest while watching the meet An announcement was made over the public address system asking if anyone in the crowd was a first responder for first aid and, fortunately, there were three persons present who saw Mr Cowell's plight and decided to become involved in helping him Ms Barb Vailodash, Ms Mary Lalla and Ms Diane Shoemaker all took action to help resuscitate Mr Cowell An automatic external defibrillator (AED), which had only recently been placed in all District #196 Schools, was retrieved from a hallway by Ms Vailodash Ms Lalla and Ms Shoemaker had gone to the aid of Mr Cowell and began CPR They also used the AED on Mr Cowell and were successful in reviving him By the time the police officers and fire fighters arrived on the scene, Mr Cowell had begun breathing on his own Because of the quick actions taken by the three women to resuscitate him, the officers and fire fighters only lob was to wait for the ambulance to arrive The unselfish actions of Barb Vailodash, Mary Lalla and Diane Shoemaker were heroic and truly life- saving They should be proud of their actions and are certainly worthy of recognition with the Spirit of Rosemount Award
