EXECUTIVE SUMMARY FOR ACTION
At the February 15, 2005 City Council meeting Mr. Napper expressed concern about the two
open houses held regarding the 42/52 land use concept plan. Along with the open house,
there was a 20 minute presentation by staff giving an overview of the process thus far, the
transportation and land use map, and what the process would be in the future. After the
presentation there was an opportunity to ask questions of a general nature before breaking
into the open house format. Staff chose this type of meeting to introduce the plan to the
community for several reasons
The main reason was to permit individuals an opportunity to get up close to the maps and
view the impact on their particular parcel. We had three identical stations set up, each with
three maps Staff was available at each station so that citizens could ask questions relating to
their particular parcel At the station I manned, most of the questions were very specific to the
property owner's interests. Because of that, other residents in the room would not have
benefited from a more formal question and answer format Many of the residents I spoke with
had specific questions about timing and phasing of the changes. These are issues yet to be
resolved.
The review and approval process for the 42/52 land use plan will now be taken up by the
Planning Commission The Commission will hold a formal public hearing as required for any
comprehensive plan amendment That meeting will more closely match the format requested
by Mr Napper.
