ISSUE
The City Council recently approved spending $100,000.00 to participate in the purchase of a
25.15 acre conservation easement from Aina Wiklund The funds were to be split between
the City's Park Improvement Fund ($50,000) and a DNR Remediation Grant ($50,000).
On Friday, February 18, 2005, staff from the DNR contacted City staff to indicate that during
the final grant review questions were raised regarding the purchase of the conservation
easement that the grant needed to be resubmitted to more closely fit the grant profile.
SUMMARY
Staff has resubmitted the grant and are waiting to hear back from DNR staff as to the status
of the funding. Staff feels that the grant meets the set profile and should be approved for the
$50,000 Remediation Grant.
If the DNR Remediation Grant is not approved and the City does not receive the $50,000
Remediation Grant, staff would like Council direction on how to proceed. The City could
either spend an additional $50,000 from the Park Improvement Fund or pull out of the project
altogether.
The Parks and Recreation Commission discussed the item at their meeting on Monday
February 28, 2005, and did not make a recommendation. Staff is recommending that if the
City does not receive the $50,000 Remediation Grant, that an additional $50,000 be spent
from the Park Improvement Fund to fulfill the funding needed to complete the project.
