Minutes of November 10, 2004 Work SessionROSEMOUNT CITY PROCEEDINGS CITY COUNCIL WORK SESSION NOVEMBER 10, 2004 Pursuant to due call and notice thereof the City Council Work Session was held on Wednesday, November 10, 2004 at 6 30 p m in the Council Chambers at City Hall Mayor Droste and Council Members Shoe- Comgan, and DeBettignies were present Also in attendance were City Administrator Verbrugge, Assistant Administrator Weitzel, Police Chief Kalstabakken, Finance Director May, City Engineer Brotzler, Parks and Recreation Director Schultz, and Communication Coordinator Cox DISCUSSIONS Biseayne Avenue /Minnesota Pipe City Engineer Brotzler reviewed the petition from Minnesota Pipe and Equipment for public infrastructure improvements on Biscayne Avenue between 160` Street and the Business Park Mr Brotzler presented three options for Council's discussion and consideration Areas of discussion included the time frame for completion, the weight limits for the road, the need for a temporary road, future assessments, fair and equitable assessment, property owners challenges, and legal counsel's opinion Council requested further direction from legal counsel before responding to Minnesota Pipe Marketing Plan Communications Coordinator Alan Cox recapped the marketing committee's efforts for developing a marketing and communication plan, and introduced Mr Tom de Ramtz, from Forte' Consulting Inc Mr de Ranitz made a presentation regarding the different choices available for a new visual identity for the City of Rosemount The presentation included before and after pictures, a theme message, and color choice The Council reached a consensus and the new identifier will be presented at the next City Council meeting Mr Cox indicated the next step is to meet again with the marketing committee for integrating and implementation of the Marketing Plan Mayor Droste called a 10 minute recess. 10 -Year CIP City Administrator Verbrugge opened the discussion regarding the 10 -Year Capital Improvement Plan (CIP) The CIP lists items (new, replacement or upgrades) that are being budgeted for over the next ten years. Items listed were based on mileage, usage, age, and standard practices Department heads recapped individual items in the 2005 CIP and answered questions from Council Members regarding the reasons for upgrading equipment, replacement, and alternative options Council Members recommended this item to be placed on the November 16, 2004 City Council meeting agenda UPDATES A major retailer has decided against locating in Rosemount at this time based upon the limitations for access from County Road 42 A meeting was held with representatives from UMore Park and City staff regarding future utilization of UvIORE Park and the City's ongoing review of the County Road 42 Corridor for future development 1 ROSEMOUNT CITY PROCEEDINGS CITY COUNCIL WORK SESSION NOVEMBER 10, 2004 Mayor Droste will be attending the National League of Cities Conference in Indianapolis A Phase I environmental assessment will be completed for the St Joseph Church site as part of the City's due diligence in advance of a purchase agreement and acquisition The regular City Council Work Session was adjourned at 9 23 p in Respectfully submitted, Maryann Stoffel Recording Secretary The City Council's Agenda Packet is Clerk's File 2004 -45 2
