February 1, 2005 AGENDA ITEM: Receive Feasibility Report/Set Public AGENDA SECTION: Hearing -2005 Pavement Management Project, City Project Consent #392 PREPARED BY: Andrew J Brotzler, P E City Engineer Al ATTACHMENTS: Resolution, Feasibility Report APPROVED BY: RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING A PUBLIC HEARING FOR THE 2005 PAVEMENT MANAGEMENT PROJECT, CITY PROJECT #392 ACTION: BACKGROUND: On December 7, 2004, the Rosemount City Council authorized the preparation of an Feasibility Report for the 2005 Pavement Management Project This project has been designated as City Project No 392 Attached please find a copy of the Feasibility Report for the 2005 Pavement Management Project This report addresses the reconstruction, rehabilitation and overlaying of streets within the City of Rosemount that have been identified by the Pavement Management Program to receive scheduled maintenance A brief review of the proposed improvements and funding is as follows 1. LOCATION The project is located in two different areas of the City of Rosemount Streets included in the north central part of Rosemount include Dodd Court and 130 Street West The remaining streets designated as the "Southwest Area" are located south of 145 Street West, east of Chippendale Avenue, north of 150 Street West (CSAH 42), and predominately west of Canada Avenue 2 PROPOSED STREET IMPROVEMENTS Each street within the 2005 Pavement Management Project has reached a different state of deterioration in its pavement quality and performance As part of the City of Rosemount Pavement Management Program, each street or area of streets is to receive the appropriate improvement to enhance the design strength of the roadway and extend the useful life of each roadway Three separate improvements are proposed for the streets within the 2005 Pavement Management Project Dodd Court is proposed for reconstruction and 130th Street West is proposed to receive a two -inch bituminous overlay In the Southwest Area, 146 Street West east of Canada Avenue will receive a full reconstruction, to include the removal of the existing bituminous surface and all existing curb and gutter The remaining streets in the Southwest Area are proposed to have a full depth pavement rehabilitation Since the existing public utility infrastructure (sanitary sewer, watermain, and storm sewer) are all in place and in good working condition, and the existing concrete curb and gutter has not experienced significant cracking or deterioration, it is proposed that these streets receive pavement rehabilitation in the form of pavement reclamation 3 STORM SEWER Currently there are no storm sewers located along Dodd Court and 130 Street West Aside from the replacement of an existing culvert under Dodd Court at Dodd Boulevard, there are no storm sewer improvements or upgrades scheduled for either of these two streets For streets in the Southwest Area, the existing storm sewer is in relatively good condition Existing manhole and catch basin castings will be replaced or adjusted as necessary as part of the street improvements New storm sewer is proposed for installation to replace existing catch basins at the intersection of 146 Street West and Canada Avenue This will require the installation of approximately 300 feet of new 15- inch and 18 -inch concrete storm sewer pipe, as well as the installation of new catch basins at the intersection of 146 Street West and Canada Avenue. 4. SANITARY SEWER The improvements along 146 Street West are proposed to include the replacement of approximately 775 lineal feet of 8" sanitary sewer, 15 residential services, and approximate 500 lineal feet of four -inch sewer service pipe 5 WATERMAIN It is proposed that the 6 -inch watermam along 146 Street West between Canada Avenue and Cameo Avenue be replaced during reconstruction of the street Watermam replacement would also include the replacement of water services to properties serviced off of 146 Street West 6 PEDESTRIAN FACILITIES A 5 -foot wide concrete sidewalk be extended along the east side of Canada Avenue from 147 Street West south approximately 650 feet to the parking lot entrance to Camfield Park Also included in this improvement will be the replacement of concrete pedestrian ramps at the intersections of Canada Avenue at 146 Street West and Canada Avenue at Lower 147 Street to comply with current American Disability Act (ADA) standards City of Rosemount been divided into four separate projects for assessment purposes The individual project areas are Dodd Court (reconstruction), 130 Street West (bituminous overlay), 146 Street West (east of Canada Avenue) (reconstruction), and the remainder of the Southwest Area (rehabilitation) Dodd Court is within a Rural Residential zoned area According to the City of Rosemount's 2005 Fee Resolution, 35% of the total cost for reconstruction of an existing bituminous road in a Rural Residential area can be assessed to benefiting properties In the case of Dodd Court, benefiting properties will be assessed on a per lot basis, with total assessments estimated at $18,900 130 Street West is proposed to receive a bituminous overlay According to the City of Rosemount's 2005 Fee Resolution, 35% of the total cost for a bituminous overlay can be assessed to benefiting properties In the case of 130 Street West, benefiting properties will be assessed on a front footage basis, at a rate of approximately $7 80 /Front Foot, with total assessments estimated at $46,200 146 Street West is within an Urban Residential zoned area According to the City of Rosemount's Assessment Policy, benefiting property owners shall be assessed $4,000 per lot for street reconstruction Based on this rate, and the fact that there are 15 benefiting properties with driveway access along 146 Street West, the total City of Rosemount Feasibility Report 2005 Pavement Management Project City Project No 392 WSB Project No 1556 -29 Page 3 assessments are estimated at $60,000 The remaining streets within the 2005 Pavement Management Project are within the Southwest Area, which is within an Urban Residential zoned area According to the City of Rosemount's Assessment Policy, 35% of the total cost for street rehabilitation projects can be assessed to benefiting properties In the case of the Southwest Area, benefiting properties will be assessed on a per -unit basis, with total assessments estimated at $346,500 The City Street CIP Fund, Storm Sewer Core Fund, Sanitary Sewer/Watermam Utility Fund and the General Street Fund will fund the remaining portion of the project SUMMARY: Staff recommends PUBLIC HEARING FOR THE 2005 PAVEMENT MANAGEMENT PROJECT CITY PROJECT #392 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit City Project #392, 2005 Pavement Management Project, in the City as described in and in accordance with the feasibility report prepared by the City Engineer, and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project #392 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filed with the City Clerk on February 1, 2005, and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #392 and places it on file NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing be scheduled to consider City Project #392, 2005 EXECUTIVE SUMMARY � Ci Pro'ect No. 392 rovides for the street reconstruction of Dodd Court, 146�Street(east of tY J P Canada Avenue), and Canada Avenue(from 146�Street West to Lower 147�' Street West). The ' project also provides for the bituminous street overlay of 130�Street West, as well as the street rehabilitation of 146�'Street West, Lower 147�'Street West, 147�Street West,Upper 147�' Street West, 148�' Street West, 149�' Street West,Upper 149�'Street West, Lower 150�'Street � West,Upper 149�'Court, Chevelle Court, Charleston Avenue, Camfield Circle,Chianti Avenue, Chili Avenue, and the remaining portion of Canada Avenue. ' The reconstruction portion of this project will include the total reconstruction of approximately 1,200 feet of 30-foot urban section streets along 146�'Street West and a portion of Canada Avenue, complete with bituminous paving and B-618 curb and gutter. Also included in this , portion of the project are sanitary sewer and watermain replacement along 146�'Street West, as well as storm sewer replacement along Canada Avenue from 146�' Street West to Lower 147�' Street West. Dodd Court is also scheduled for cornplete reconstruction,including approximately , 400 feet of the existing 30-foot rural section road, as well as increasing the radius of the cul-de- sac from 35 feet to 45 feet, to meet current standards for emergency vehicle turning radii. � The street overlay portion of the project will include the placement of a two-inch bituminous layer on top of the existing bituminous along 130�' Street West. Minor repairs to the existing street section are proposed as necessary to create a level suxface for bituminous placement and to ,, extend the useful life of the roadway. The street rehabilitation portion of this project will include in-place bituminous reclamation of � approximately 12,400 feet(2.3 miles) of 30-foot to 32-foot urban section streets, located in the area east of Chippendale Avenue,between 145�'Street West and 150�' Street West(County Road � 42). Where it is deemed necessary,existing storm sewer and sanitary sewer castings, as well as cracked or spalled concrete curb and gutter,will be replaced. The total estimated project cost is$1,620,800,which includes a 10% contingency and 30%0 ' indirect costs. Funding for the project will consist of special assessments, 2005 Street Capital" Improvement Plan(CIP) funds, and utility funds as necessary. The assessment hearing will be , held in the fall of 2005. For the rural reconstruction areas, the proposed street assessment rate is approximately $4,710 ' per lot, in accordance with the City's policy and current fee schedule. In the residential reconstruction areas,the proposed assessment rate is $4,000 per lot. In the overlay area,the proposed assessment rate is approximately$7.80 per front foot. In the rehabilita.tion areas, the ' proposed assessment rate is $1,500 per lot. Together,the assessments will generate approximately$471,600, or 29%,of the total project revenue. ' It is proposed that construction would occur in 2005 and will be completed,including all restoration items,by September 30,2005. This project has been designated as City Project No. 392. ' 2.2 Scope , This project provides for combinations of street reconstruction,bituminous overlay, and pavement rehabilitation for streets within the City. Proposed Dodd Court improvements include total street reconstruction, storm culvert replacement, and increasing the cul-de-sac radius to 45 ' feet to meet current City of Rosemount design standards. Proposed 146�'Street West(from Canada Avenue to Cameo Avenue)improvements include , total street reconstruction,new concrete sidewalk,new concrete curb and gutter, sanitary sewer and watermain replacement, and storm sewer improvements along Canada Avenue between 146�'Street West and Lower 147�' Street West. � 130�'Street West is scheduled to receive a two-inch bituminous street overlay from Trunk Highway 3 east to 130�'Way. � Finally, a group of streets located to the east of Chippendale Avenue,between 145�'Street West and 150�'Street West(County Road 42), are scheduled to receive a street rehabilitation. These streets include 146�`Street West(West of Cana.da Avenue), Lower 147�' Street West, 147�Street ` West, Upper 147�Street West, 148�Street West, 149�' Street West,Upper 149�Street West, Lower 150�' Street West, Upper 149�Court, Chevelle Court, Charleston Avenue, Camfield Circle, Chianti Avenue, Chili Avenue, and the remaining portion of Canada Avenue. GENERAL BACKGROUND ' 3.1 Project Location � The project is located in two different areas of the City of Rosemount. The Pavement Management Program was created to help City officials evaluate and monitor the condition of existing street surFaces to help , schedule timely maintenance and improvement activities. The Pavement Management Program consists of the field review of City streets and establishment of a Pavernent Condition Index (PCI). The PCI is used to rank the surface condition of each street segment. For the remaining streets, with the exception of portions of 146�'Street West(east of Canada Avenue), it is recommended that bituminous pavement reclamation occur,rather than performing a total reconstruction of t these streets. �For 146�`Street West(east o�f Canada Avenue) and a portion of Canada Avenue (between 146 Street West and Lower 147 Street), due to the need for storm sewer and sanitary sewer improvements, it is recommended that a total reconstruction be performed. The proposed � utility improvements will be detailed later in this report. � 3.4 Existing Conditions 3.4.1 Streets , Dodd Court is a 30-foot wide rural section street with no curb or gutter, and a 72-foot diameter cul-de-sac. Storm water drainage occurs via roadside ditches that direct water � into adjacent residential yards and towaxd Dodd Road. 130�'Street is a 30-foot wide rural section street with some bituminous curb in areas � where the boulevard is higher than the road surface. Storm water drainage is directed mainly into adjacent residential lots, drainage ditches, and eventually into one of a number of smaller ponds and wetlands. � � Ci o Rosemount—Feasibil' Re ort tJ' f uY P 2005 Pavement Ma►aagement Project � City Project No.392 WSB Project No.155�29 Page 4 , 146�'Street West,between Canada Avenue and Cameo Avenue, is a 28-foot wide street, ' with concrete curb and gutter. There is 5-foot sidewalk on the north and south side of the roadway. The north side of the 146� Street West is approximately 1.5 feet higher than the south side of the road, creating an asyminetrical crown in the roadway. � The remaining streets, located in the area adjacent to Chippendale Avenue, 145�'Street West, and 150�Street West(County Road 42) axe a1128-foot wide streets with concrete � curb and gutter. The cul-de-sacs for Upper 149�'Court, Chevelle Court, and Camfield Circle are al190 feet in diameter, and include concrete curb and gutter. � Borings taken throughout the Southwest Area indicate approximately four-inches of bituminous over mostly fine to medium grained sandy gravel. All borings indicated sandy soils beneath the existing gravel base. � 3.4.2 Sanitary Sewer , The majority of existing sanitary sewers within the Southwest Area.of the project consist of an 8-inch PVC and clay sanitary sewer line. The existing sanitary sewer within 146�` Street West, east of Canada Avenue,is the oldest clay line, installed in the late 1950's. , Some of the service lines for individual homes along this street have had a history of root intrusion and joint separation, and will require replacement. Newer clay lines,installed during the 1960's, exist along the remainder of 146�'Street West, Lower 147�`Street ' West, and Chianti Avenue are in better condition. . There is no sanitary sewer along Dodd Court ar 130�' Street West. � 3.4.3 Watermain � The existing watermain network within the Southwest Area consists of 6-inch and 8-inch cast iron pipe(CIP)and ductile iron pipe(DIP). The majority of the 6-inch CIP exists along 146�' Street West, Canada Avenue, Lower 147�Street West, and Chianti Avenue. � The remaining areas of the Southwest Area have DIP watermain. The watermain is between 25 and 45 years old, and is in generally good condition. , There is no watermain along Dodd Court or 130�'Street West. � 1 � 1 � City of Rosemount—Feasibility Report 2005 Pavement Management Project � City Project Na.392 WSB Project No.l S56 29 Page 5 � � 3.4.4 Storm Sewer The proposed project is located in three clifferent drainage areas. Dodd Court is located � in the Lebanon Hills Drainage District(LH), and does not have any storm sewer within the street right-of-way. Runoff is directed into adjacent properties and ditches for infiltration. � 130�'Street West is located in the Kee an Lake Draina e District KE . The Southwest Area portion of the project is located in the Wachter Lake Drainage � District(WA). The majority of the Southwest Area is currently serviced by interconnected storm sewer that takes street and residential runoff and flows to Wachter Lake. The exception to this is at the intersection of 146�Street West and Canada � Avenue,where four existing catch basins collect water to infiltrate directly into the soils below the roadway. PROPOSED IMPROVEMENTS � 4.1 Streets � Each street within the 2005 Pavement Management Project has reached a different state of deterioration in its pavement quality and performance. As part of the City of Rosemount Pavemenf Management Program, each street or area of streets is to receive the appropriate � improvement to enhance the design strength of the roadway and extend the useful life of each roadway. Three separate improvements are proposed for the streets within the 2005 Pavement Management Project. � Dodd Court is proposed for reconstruction, as the current PCI ra.ting of 22 falls at the lower end of the"Reconstruction/Rehabilita.tion"improvement category. Also,there is not curb and gutter ' and the type of pavement deterioration indicates there may be issues with poor subgrade material. As such, full reconstruction is proposed, to include the total removal of the bituminous pavement, Class V aggregate, and any poor subgrade soils. The proposed street section will � consist of four inches of bituminous pavement, six inches of Class V aggregate base, and up to two feet of select granular material,as needed. It is also proposed that the cul-de-sac portion of Dodd Court be expanded to 90 feet in diameter,to meet current City of Rosemount specifications ,� for emergency vehicle turning radii. There is adequate right-of-way to perform this expansion, and most of the existing trees and private landscape elements(planter boxes,retaining walls) located within the right-of-way would not be disturbed. Since curb and gutter, as well as storm � sewer, do not currently exist along Dodd Court, and drainage is not a concern,new curb, gutter, and storm sewer will not be installed. � 130�'Street West is proposed to receive a two-inch bituminous overlay,as the PCI rating of 53 falls within the"Overlay"improvement category. If needed.,minor repairs to the existing bituminous,including crack sealing,bituminous patching, and leveling are also proposed as part . � of the improvement. In the Southwest Area, 146�'Street West east of Canada Avenue(PCI rating of 13) is proposed � to be fully reconstructed, to include the removal of the e�cisting bituminous surface and a11 existing curb and gutter. New B-618 curb and gutter, four inches of bituminous pavement, six inches of Class V aggregate base, and select granular material as needed for subgrade correction . � are proposed as part of the improvement. The roadway grade of 146�'Street West will also be lowered along the centerline and northem half of the road to better match the elevation of the curb and gutter on each side of the road. Residential properties fronting 146�'Street West will be � affected by this grade change, and driveways and yards will need to be graded to match the proposed roadway elevation. The western section of Canada Avenue between 146�'Street West � and Upper 147� Street West will also be replaced to facilitate the installation of storm sewer at the intersection of 146�'Street West and Canada Avenue. � The remaining streets in the Southwest Area have an average weighted PCI rating of 32,with PCI ratings ranging from 2 to 57. With the exception of three street segments that have PCI ratings above 40,all other streets within the Southwest Area have PCI ratings within the � "Reconstruct/Rehabilitate"improvement category. Since the existing public utility infrastructure (sanitary sewer,watermain, and storm sewer) are all in place and in good working condition, and � City of Rosemount—Feasibility Report 2005 Pavement Management Project � City Project No.392 WSB Project No.1556 29 Page 7 � the existing concrete curb and gutter has not experienced significant cracking or deterioration,it � is proposed that pavement rehabilitation in the forxn of pavement reclamation occur in this area. The existing bituminous pavement will be milled and mixed with the existing Class V aggregate base and then compacted in-place to form a new aggregate base for the roadway. Once � completed, gate valve boxes, storm sewer and sanitary sewer castings, deteriorated storm sewer - catch basin castings, and cracked or spalled curb and gutter will be replaced, followed by the installation of four inches of new bituminous pavement. � The proposed roadway im rovements are shown on Fi ure 2 inAppendixA. P g � 4.2 Sanitary Sewer The existing sanitary sewer system within the project is currently being televised to determine its � condition. Due to previous inspection and resident complaints,the sanitary sewer main line and sewer services along 146� Street West between Canada Avenue and Cameo Avenue will be replaced as part of the street reconstruction project. Additional sanitary sewer replacement will � occur along the main line sanitary sewer in other areas of the project if it is deemed to be in poor condition and require replacement. For areas where clay sanitary sewer is determined to be in good working condition, no improvements will be recommended. The reconstruction of the � streets within the Southwest Area will extend the life of these streets by upwards of 20 years. Although portions of the clay sanitary sewer lines are reaching the end of their design life, the : use of"trenchless technologies"can be utilized in the future should the sanitary sewer require � replacement prior to another reconstruction. Individual property owners who would like to have their sanitary sewer service replaced will be given the option to do so, and the cost would be applied to the individual's assessment. � � The improvements along 146 Street West will include the replacement of approximately 775 lineal feet of 8"sanitary sewer, 15 residential services, and approximate 500 lineal feet of four- � inch sewer service pipe. The proposed sanitary sewer improvements are shown on Figure 3 in Appendix A. � 4.3 Watermain � The existing watermain within the project limits range from 6-inehes to 8-inches in diameter. The pipe consists mostly cast iron pipe(CIP)or ductile iron pipe(DIP). All watermain in the � area was installed between 1958 and 1979, and is in good working order and within its useful design life of 70 to 100 years. It is proposed that the 6-inch watermain along 146�'Street West between Canada Avenue and Cameo Avenue be upgraded to an 8-inch DIP watermain,which is � the City's residential design standard, during reconstruction of the street. Watermain replacement would also include the replacement of water services to properties serviced off of 146�Street West. � In the remaining areas of the project, individual property owners who would like to have their sanitary sewer service replaced will be given the option to do so, and the cost would be applied � to the individual's assessment. � City of Rosemount—Feasibility Report 2005 Pavement Management Project � City Project No.392 WSB Project No.l SS6-29 Page 8 � 4.4 Storm Sewer � Currently there are no storm sewers located along Dodd Court and 130�' Street West Aside from the replacement of an existing culvert under podd Court at Dodd Boulevard,there are no � storm sewer improvements or upgrades scheduled for either of these two streets. For streets in the Southwest Area,the e�sting storm sewer is in relatively good condition. � Ponding along curb and gutter within the project azea will be resolved by removing and replacing sinking curb sections,which tend to hold water. Existing manhole and catch basin castings will be replaced or adjusted as necessary as part of the street improvements. New storm sewer is � proposed for installation to replace existing catch basins that act as `sumps' to allow water to , infiltrate directly into the subgrade of the roadway at the intersection of 146�`Street West and Canada Avenue. While effective in smaller rain events, larger rain events have caused street � flooding at this intersection,which subsides slower with infiltration as the main conveyer of storm water. As such, it is proposed that new storm sewer catch basins be installed at this intersection, and connect to the existing storm sewer system at Canada Avenue and Lower 147�' � Street West. This will require the installation of approximately 300 feet of new 15-inch and 18- inch concrete storm sewer pipe, as well as the installation of new catch basins at the intersection of 146�' Street West and Canada Avenue. � The ro osed storm sewer im rov ents are shown on Fi ure 3 in A endrx A. p p p � g PP # 4.5 Sidewalk A 5-foot wide concrete sidewalk will be extended along the east side of Canada Avenue from � 147�' Street West south approximately 650 feet to the parking lot entrance to Camfield Park. Also included in this improvement will be the replacement of concrete pedestrian ramps at the intersections of Canada Avenue at 146�` Street West and Canada Avenue at Lower 147�`Street to � comply with current American Disability Act(ADA) standards. Sidewalk currently exists along the north and south side of 146�' Street West between Canada � Avenue and Cameo Avenue. As part of the street reconstruction of 146�'Street West,this sidewalk will be replaced. � The proposed sidewalk improvement is shown on�igure 4 in Appendix A. � 4.6 Right-of-Way/Easements The acquisition of temporary construction easements will be required for gra.de modifications � proposed for 146�Street West, especially from properties along the north side of the roadway. It is likely that lowering the centerline grade and the boulevard grade on the north side of the road to better match the grades on the south side of the road will require grading and driveway � reconstruction activity to extend beyond the existing street right-of-way.
