The official newspaper will publish all required legal documents and notices for the City. BACKGROUND Bids were received from the three local papers: Sun Newspapers, Thisweek Newspapers, and the Rosemount Town Pages. Currently the Rosemount Town Pages is the official newspaper. They have e -mail service to receive public notices which is very convenient for all departments. The paid circulation has increased by 400 readers this year which totals 1,625. The Town Pages bid is the lowest and allows for a discount for camera -ready notices. The yearly subscription for the Rosemount Town Pages is $32 City news continues to get reported in it on a regular basis. A copy of each issue is mailed directly to the state historical society. The Official Newspaper Handbook for MN Cities reports: None of the current newspapers are published within the city boundaries of Rosemount. There are qualifications for an official newspaper established by law, and only a newspaper that qualifies may be selected. Also, the minutes are not currently published because we offer to mail the city proceedings to anyone within the city requesting it. These are options which are allowed by the Minnesota State Statutes. SUMMARY It is staff's recommendation to continue using the Rosemount Town Pages as the city's official newspaper. If in the future, council weighs the readership as a higher priority than cost, the designated newspaper can be changed any time during the year. 2 ThIS 12190 County Road 11 Burnsville, MN 55337 December 20, 2004 City of Rosemount 2875 145 Street West Rosemount, MN 55068 952 894 1111 FAX'952 To the Mayor and City Council members: Please accept the attached bid for legal newspaper status for the city of Rosemount We have a dedicated staff as well as the largest circulation to handle your legals in an efficient manner.
