City Council Meeting Date: January 4, 2005
SUMMARY
Council has approved the addition of the new position "Management Analyst" into the 2005
budget. It is requested that Council authorize staff to undertake the recruitment process for
hiring a Management Analyst.

JANUARY 2005
POSITION TITLE: Management Analyst
DEPARTMENT: Public Works
ACCOUNTABLE TO: City Engineer and Operations Superintendent
SUMMARY OF POSITION
Performs a variety of office duties for the City's Engineering and Operations Divisions to
facilitate a smooth running office environment. Schedules meetings and appointments for the
City Engineer and the Operations Superintendent Prepares correspondence, reports, special
resolutions, notices applications, agreements, and responds to public inquires verbally and in
writing. Follows work prionties and proper office procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Assists in the maintenance of an efficient office environment. Duties include. monitoring
work assignments and work methods, working with supervisors to determine priorities,
collaborating with administrative staff to meet completion schedule.
2. Answers and responds to questions, inquiries or complaints received from the public, other
departments and /or outside agencies. Screens contacts for City Engineer and Operations
Superintendent and handles inquires independently. Researches background to help
respond to inquiries.
3. Tracks, monitors the processing, and coordinates submittal of all Council agenda items and
weekly update articles to ensure that they adhere to prescribed timelines. Prepares Council
memo background and update articles under general direction of the City Engineer and
Operations Superintendent. Performs the necessary follow -up procedure for approved
Council agenda items.
4. Annually, updates the department's policies and fee schedule; assists the City Engineer and
Operations Superintendent in preparation of the annual budget. This includes analysis of
technical data related to a cost and inflationary adjustment to fees; preparation of various
policies and procedures under general direction of the City Engineer. Coordinates the
preparation of the annual Water /Sewer Rate Study.
5. Updates the Capital Improvement Plan under the general direction of the City Engineer, to
include collection of information from various departments, prepare draft plans, and create
draft revisions after review with the Finance Director.
6. Responsible for publication of legal notices, City improvement projects (advertisement for
bids, preliminary public hearing notices, final assessment hearing notice, etc
7. Prepares specifications for City improvement projects and award process involving
contracts, bonds, and insurance.
8. Prepares the necessary data required to record and purge documents following the State of
Minnesota Records Retention Schedule. Updates the records inventory for the department.
9. Tracks projects for Public Works Department. This includes: scheduling engineering
projects with the use of project management software, assuring proper notice and
publication of hearing process; communicating with internal staff and external partners;
working with consultants on submittals, documents and reports; and tracking supplemental
agreements and contractor costs with consultants.
10.Tracks invoices, compares them to relevant contracts, and reviews purchase orders for
proper coding and completion.
11. Maintains data tracking system, including developing and updating system for filing,
indexing, and retrieving records, coordinates department performance measurement data.
Assists with the establishment and maintenance of a city -wide records management
system.
12.Assists with the preparation and development of departmental reports, web page
applications, marketing information and press releases.
13. Schedules appointments and meetings for the City Engineer and Operations
Superintendent.
14. Responds to problems or complaints that require research, calculations, or resolution of
discrepancies. Performs special projects and research as assigned. Conducts surveys
and reports and responds to requests for information.
15. Researches and recommends software acquisition and implementation of software.
Stays current on emerging technologies.
16.On an annual basis prepares process schedule, reviews the final assessment roll, prepares
Council agenda backgrounds, prepares and reviews documents and resolutions, responsible
for proper mailing and publication and providing work direction to involved finance and
engineering staff.
17. Performs all other necessary duties as apparent or assigned.
MINIMUM QUALIFICATIONS
1. Bachelors Degree in Public Administration, Business Administration, or closely related
field.
2. At least two years experience working with the same employer in an office setting with
experience in the following areas. composing and editing written material using Microsoft
Word and Excel programs, and some project management experience.
3. Ability to demonstrate knowledge of various software programs, especially word
processing and spreadsheets. Knowledge of data base programs.
DESIRED QUALIFICATIONS
1. Practical experience in administration, public works activities, or local government.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
1. Knowledge and perspective of the municipal organization and operations.
2. Ability to develop and maintain effective working relationships with City personnel, staff of
other agencies and the general public.
3. Ability to work independently, determine priorities, work collaboratively, and make
appropriate decisions.
4. Must be proficient with Windows, Microsoft Word, Excel (Project Tracking software
desirable).
5. Strong professional, verbal, and written communication skills.
6. Ability to plan and follow through with research assignments, summarizing findings in a
concise manner. Skill in analyzing facts, organizational procedures, programmatic and
operational considerations.
7. Skill in the application of project and time management principles.
8. Ability to work independently.
9. Ability to track and manage daily paperwork flow through department.
10 Ability to type 50 -55 wpm
TOOLS AND EQUIPMENT
Photo copy machine, telephone, overhead projector, personal computer, postage machine,
calculator; any standard office equipment.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of the position. The employee is
frequently required to walk, sit, talk and hear The employee is occasionally required to use
hands to finger, hand, feel or operate objects; and reach out with hands and arms. The
employee is occasionally required to climb or balance, stoop, kneel or crouch. The employee
can occasionally be required to stand for extended periods of time. The employee must
occasionally lift and /or move up to 25 pounds. Specific vision abilities required by this job
include vision, distance vision, peripheral vision, depth perception and the ability to adjust
focus.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an
employee encounters while performing the essential functions of this job. Noise level in the
work environment is usually fairly quiet while in the office, although the ability to work with
constant noise distractions is required.
