GlenRose of Rosemount Street & Utility Improvements, City Proj #397AGENDA ITEM: GlenRose of Rosemount Street and Utility Improvements, City Project #397 AGENDA SECTION: Public Hearing 7 PREPARED BY: Andrew J Brotzler, P E City Engineert ATTACHMENTS: Resolution and Project Location Map APPROVED BY: RECOMMENDED ACTION: Motion to Continue the Public Hearing to the Regul Scheduled Council Meeting on September 6, 2005 for the GlenRose of Rosemou t and Utility Improvements, City Project #397 y Street x ROSEMOUNr BACKGROUND: CITY COUNCIL City Council Meeting August 16, 2005 EXECUTIVE SUMMARY On August 1, 2005 the Rosemount City Council received the Feasibility Report, authorized the preparation of plans and specifications and set the pubhc heating for the GlenRose Additton Street and Utility Improvements and Appurtenant Work project This project has been designated as City Project No 397 A brief review of the proposed improvements and funding is as follows The proposed improvements mclude water main, sanitary sewer, storm sewer, concrete curb and gutter, and the addition of a right turn lane along TH 3 Additional improvements proposed to be completed as part of the GlenRose Addition include the extension of a bituminous trail from Erickson Park to the GlenRose Addition, the extension of trunk and lateral water mam, as well as lateral sanitary sewer to existing properties, from the GlenRose Addition north to Connemara Trail An existing property, located at 13930 South Robert Trail, has a failed septic system, and has previously requested that the City extend sanitary and water service to the non compliant property A second property, located at 13940 has also requested that the City extend sanitary and water service to the property The total estimated project cost for the proposed GlenRose Addition and associated improvements is $1,488,800 Of this amount, the GlenRose Developer, Dean Johnson Homes, would contribute an estimated $1,292,700 An estimated $43,600 would be assessed to adjacent property owners along the east side of TH 3 benefiting from City water mam and sanitary sewer improvements An estimated $94,600 would be contributed by the City of Rosemount through the City's Water Main Core Fund In order to install the proposed sanitary sewer and water main services to the GlenRose development, and extend services to existing properties, permanent utility easements will need to be acquired The cost of these easements is estimated at $57,900, and has been included as part of the total project cost but not as part of the funding breakdown The majority of the pubhc improvements for the GlenRose Addition, including the first hft of bituminous G \ENGPROJ \397 \PubbcHeanngCC8-16 -05 doc pavement and all restoration items, are proposed to be completed in 2006 SUMMARY: Staff is requesting to continue the pubhc hearing to the regularly scheduled Council meeting on September 6, 2005 for the GlenRose Addition Street and Utility Improvements and Appurtenant Work project, City Project #397 Residents will be noticed of the continuation of the pubhc hearing G \ENGPROJ \397 \PubhcHeanngCC8 -i6 -05 doc 2 K ROSEMOUNT MINNESOTA Welcome to the Rosemount City Council Public Hearing Purpose of Public Hearing The purpose of the pubhc hearing is to obtain comments related to how the issue affects the City and the residents As designated by the City Council, the Rosemount Planning Commission conducts pubhc hearings on all land use apphcanons and makes recommendations to the City Council Council then makes their final decision Notifications have been posted on site and have previously been published and /or mailed to all property owners within 350 feet, or one quarter of a mile if the property is zoned Agriculture, of the proposed project Public Hearing Process In order to provide the greatest opportunity for informed comments, the process at pubhc hearings is generally as follows 1 The Developer and /or apphcant introduces himself /herself and the proposed project including major improvements and unique features of the project 2 City Staff provides a detailed review of the proposal and how it relates to the Comprehensive Plan and existing ordinances Staff is not m a position to promote or advocate for projects Staff instead identifies issues, proposals, solutions and stipulations related to existing City Ordinances and the Comprehensive Plan 3. City Council members discuss and ask questions to clarify issues regarding the proposed project and /or staff report 4 Public Hearing Comments.
