EXECUTIVE SUMMARY
ISSUE
Bid results of the Fire Station II project have been recorded at approximately $400,000 over the estimated
construction hard costs. The difference may be due to a combination of issues. the increase in energy and
fuel costs, economic turmoil caused by a natural disaster, underestimation, and items on the bid plan that
may have skewed results It has been recommended by the construction manager that all but one bid be
rejected. At the November 1 Council meeting, that one bid for excavation and site utility work was
approved by the City Council.
It is anticipated that through elimination of costs due to winter conditions and through value engineering
roughly $200,000 may be saved.
SUMMARY
The attached resolution rejects all bids with the exception of the bid for excavation and site utility work. It
is probable that the bid opening for the revised construction document be held on January 26, 2006.

RESOLUTION 2005
A RESOLUTION REJECTING
BIDS FOR THE FIRE STATION II CONSTRUCTION PROJECT
WHEREAS, the City Council of the City of Rosemount had ordered the Advertisement for Bids
for the Fire Station II construction project in City Hall and such bids were opened and read
aloud publicly on September 29, 2005; and
WHEREAS, bid results of the project have been recorded at approximately $400,000 over the
estimated construction hard costs; and
WHEREAS, it has been advised that that there may be a cost savings in delaying the project
until early 2006; and
WHEREAS, Council has determined that it is not in the public interest to accept the bids
received.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota, as follows:
1. All bids on the remodeling project for City Hall have been received and tabulated.
2. With the exception of the bid for excavation and site utility work, the construction
bids for Fire Station II are hereby rejected.
ADOPTED this 15th day of November, 2005.
