Recycling, Clean ups \2006 Dakota County Funding Application \Exec Sum- Authorizing application doc EXECUTIVE SUMMARY As required by the Dakota County Community Landfill Abatement Program, the City of Rosemount must submit an annual funding allocation and funding application to receive funding for the City's 2006 Landfill Abatement Program. The 2006 allocauon is $14,600 These funds are used for waste reduction activities, the City's recychng program, and community recycling education, This is a request for Council to approve a resolution authonzmg the application to Dakota County for funding the City of Rosemount's 2006 Landfill Abatement Program CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005 A RESOLUTION AUTHORIZING APPLICATION TO DAKOTA COUNTY FOR FUNDING THE CITY OF ROSEMOUNT'S 2006 LANDFILL ABATEMENT PROGRAM WHEREAS, according to the Dakota County Community Landfill Abatement Program guidelines as estabhshed in 1 988 and amended in 1989, the City Council of Rosemount must submit a funding allocation and funding apphcatton to receive funding for the City's 2006 Landfill Abatement Program, and WHEREAS, the City of Rosemount has estabhshed and desires to maintain a landfill abatement program which promotes recycling, waste reducnon, and reuse opportunities m the community and encourages landfill abatement, and NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount hereby approves the 2006 Landfill Abatement Funding Application authorizing the necessary signatures thereon and its distribution to Dakota County. SECTION I. 2006 COMMUNITY PROGRAM DESCRIPTION Identify and describe the proposed activities (mandated and optional) that your community will undertake in 2006 in each of the following areas Please Note: Program priorities for 2006 include a focus on reinvigorating residential recycling, toxicity reduction, and education targeted at new residents and businesses and unserved /underserved citizens. 1. a. The work plan shall include a description of annual activities and actions, responsible parties, proposed timeline to accomplish the activities, the rationale to support Master Plan /Comprehensive Plan outcomes, resources, and method of pre -and post activity /action measurement Government Leadership Describe your community's proposed plan for expanding or enhancing government leadership in 2006. The City of Rosemount promotes the Recycle, Reduce and Reuse effort in all City Facilities including City Hall, the Rosemount Community Center, and city parks The city will continue to implement solid waste management and recycling programs within these locations and look for new and improved strategies to enhance the program. The City of Rosemount will continue to promote recycling and solid waste management throughout the community by use of the current curb -side recycle bin program or new programs that promote and raise the awareness to recycle A recycling survey conducted in 2002 showed a 90% recycling participation for the City of Rosemount Heightening the awareness for the need and opportunity to recycle will continue to be a top pnority for the Rosemount Solid Waste and Recycling Program. The curbside recycling program is a voluntary program offered to all residents within the community Residents are responsible for contracting the services necessary for weekly collection of recyclable material by a solid waste hauling contractor licensed to haul in the City of Rosemount Curbside bins are available at City Hall In 2005, the City began to create a database for recycling information for multifamily housing In 2006, work on this database will continue until it includes a list of all multi family locations, their owners, the haulers that they are working with, and the method and locations of recycling pickup. In 2005, we successfully initiated a recycling program as part of its summer celebration, Leprechaun Days In 2006, we will attempt to expand this effort to work with other public and private entities that sponsor Leprechaun Days events during the ten day celebration. in addition, City staff will continue to assist Dakota County staff in preparation for the Dakota County Fair and to assist in manning the Dakota County booth. During the last year, the City explored the possibility of offering a household hazardous waste collection in the fall. When it was determined that this was not feasible, we once again offered a fall clean up event. Based on the success of this year's fall clean up event, that program will be offered again in 2006. External Operations and In -House Programs Describe your community's proposed plan for expanding or enhancing waste abatement operations in 2006 With a new waste hauling and recycling contract in 2005, the city increased it efforts to recycle, especially increasing its recycling of food and beverage containers, at city facilities, and in particular at the Rosemount Community Center We will continue to look for ways to make these programs more effective Furthermore, we will work with the hockey booster groups to encourage the sale of beverages in recyclable rather than disposable containers, We will examine the effectiveness of our office paper recycling practices and look for opportunities to increase our recycling efficiencies We will continue to encourage City staff to look for and attend Environmentally Preferable Practices workshops and training. Community Education Describe your community's proposed plan for 2006 public educational /promotional activities 3 Informational brochures, pamphlets, and other sources of information have been very effective for public communication regarding recycling and solid waste management. Staff will continue to develop and create recycling and solid waste management information for distribution. This information will be available at City Hall at the request of City residents. The City hosts a Clean up Day each spring and fall where residents are encouraged to dispose of items that are not normally accepted by the licensed haulers Dakota County's Green Guide is an excellent resource for recycling and disposal of unwanted items Copies of the Green Guide are made available at City Hall, the Rosemount Community Center, at the spring and fall clean up events, and through the USPS on behalf of Dakota County's Green Guide Distnbution Program. The City of Rosemount actively promotes Twin Cities Free Market in an attempt to spread the word that reuse is a convenient alternative to landfilling still useful household items In addition to printed materials distributed at City Hall and Throughout the year at venous events, Rosemount uses the Town Pages, its local newspaper, its quarterly Rosemount City News (sent to all households), and the City's Webs/to to continually provide and disseminate information relating to City programs and recycling, reducing, and reusing. Initiative Description In 2005 the City of Rosemount successfully initiated a recycling program during its community celebration, Leprechaun Days During the ten day celebration, city staff was successful in recycling at certain venues and events and not successful at others In general, recycling efforts were concentrated on events held on City property or at city -run events In 2006, we plan to enhance our recycling program by partnering with other groups and agencies that sponsor Leprechaun Days events on their own site We will pursue partnerships with the 7 Rosemount American Legion, the Light House Church, and Big Daddy's Diner, all of which hold one day events during the ten day celebration Budget Breakdown Bins /bags Staffing Signage /promotion Collection /Recycling charges 10 bins $50 $600 $400 $300 $200 $1,500 Objectives to be met During last year's event, we learned valuable lessons about selecting venues and the placement and emptying of recycling bins in order to be successful in recycling at short duration events By targeting specific events run by other agencies in 2006 and by sharing our experience and recycling resources, we hope to greatly increase the amount of recyclables recovered during Leprechaun Days and develop strategies for working with other partners, agencies, and businesses in the community Proposed Start Date and Duration of Activity Leprechaun Days traditionally takes place over the last two weekends of July. If the 2006 event follows the same format as previous years, the dates will be July 21 -30 Resources The City of Rosemount will work with Dick's Sanitation Incorporated to supply its recycling services, and will use its own bins and staff for the collection of recyclables for Leprechaun Days These same resources will be employed to handle the additional sites serviced and materials collected in 2006 when the recycling program is expanded. Proposed Measurement Methods In 2005 we established a baseline of both weight and volume of recyclables collected. In 2006, we will compare the amount collected to these baseline amounts.
