Receive Bids, Award and Reject Contracts for City Hall Remodeling ProjectAGENDA ITEM: Receive Bids, Award and Reject Contracts for City Hall Remodeling Project AGENDA SECTION: Consent PREPARED BY: Dawn Weitzel, sistant City Administrator AGE Xa I L ATTACHMENTS: Resolutions Bid Comparison APPROVED BY: RECOMMENDED ACTION: Motion to adopt two resolutions, Receiving Bids and Awarding Construction and Electrical Contracts for City Hall Remodeling Project and Rejecting Mechanical Bid for City Hall Remodeling Project 4 ROSEMOUNT CITY COUNCIL City Council Meeting: November 1, 2005 EXECUTIVE SUMMARY BACKGROUND For the past eight months, staff have been working with Vanney and Associates and AMCON to create a set of plans to improve the bathrooms, locker areas, and large conference room in City Hall. The estimated cost of the total project was $80,585. On September 15 a bid opening was held. The bids were checked for accuracy and tabulated. Please see the attached bid tabulation indicating the low bidders as: C -01 General Construction, Cannon Construction Company, $88,000; C -02 Mechanical, Matthew Daniels, $23,895; and C -03 Electrical, Select Electrical Construction, $4,250. Four bids were received for the general construction work, one was received for mechanical work, and one was received for electrical work. The high cost of the mechanical bid is due to a change m the locker room ductwork that was included within the bid. Staff have determined this to be an unnecessary change and will be working with the contractor to obtain a cost in alignment with the scope of the project. A resolution rejecting this bid is also attached to this document. To further reduce the overall cost of this project, Building Official Alan Strand and Building Inspector Todd Sutter will be overseeing the remodeling as construction managers. We anticipate the remodeling will begin raid to late November. SUMMARY The attached resolution lists the lowest responsible bid for construction and electrical contracts for the City Hall remodeling project. The contract for mechanical work will be rejected due to an incorrect scope of the project. ADOPTED this 1 day of November, 2005. ATTEST: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005 A RESOLUTION RECEIVING BIDS AND AWARDING CONSTRUCTION AND ELECTRICAL CONTRACTS FOR CITY HALL REMODELING PROJECT WHEREAS, the City Council of the City of Rosemount had ordered the Advertisement for Bids for the remodeling project in City Hall and such bids were opened and read aloud publicly on September 15, 2005; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on the remodeling project for City Hall have been received and tabulated. 2. The bid from Cannon Construction Company, in the amount of $88,000 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids and is the lowest responsible bid and shall be and hereby is accepted. 3. The bid from Select Electrical Construction, in the amount of $4,250 for the construction of said electrical improvements is in accordance with the plans and specifications and advertisement for bids and is the lowest responsible bid and shall be and hereby is accepted. 4. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount William H. Droste, Mayor Linda Jentink, City Clerk Motion by: Seconded by: Voted in favor: Voted against CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005 A RESOLUTION REJECTING MECHANICAL BID FOR CITY HALL REMODELING PROJECT WHEREAS, the City Council of the City of Rosemount had ordered the Advertisement for Bids for the remodeling project in City Hall and such bids were opened and read aloud publicly on September 15, 2005; and WHEREAS, only one bid was received for the mechanical work on said project and it does not accurately reflect the scope of work to be conducted, and WHEREAS, Council has determined that it is not in the public interest to accept the bid received NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on the remodeling project for City Hall have been received and tabulated. 2. The bid for mechanical work is hereby rejected. ADOPTED this 1 day of November, 2005.
