City Council Meeting: November 1, 2005
EXECUTIVE SUMMARY
BACKGROUND
The attached resolution lists the lowest responsible bid for the grading and excavation work for the Fire
Station II construction. The estimated cost for this portion of the project was $120,960. At the bid
opening on September 29 ten bids were submitted on excavation, site utility, or excavation and site utility
work combined. The bids were checked for accuracy and tabulated Please see the attached bid
tabulation indicating the bidders as Max Steimnger (excavation and site utility), Dahn Construction
(excavation and site utility), Northwest Asphalt (excavation), Stocker Excavating (excavation), Nedeau
Excavating (excavation and site utihty), Nova Frost (site utility), St. Paul Utihties (site utility), Metro
Utilities (site ut and Valley Rich (site utility). AMCON is recommending the excavation and site
utihties contracts be awarded to Dahn Construction Company for a combined contact amount of
$110,969.
By accepting the bid at this time, the site can be graded and utilities installed this year. This, in turn, would
allow the 2006 buildmg construction schedule to be shortened by as much as a month. The construction
manager for the project, AMCON Construction, has prepared a report requesting approval to proceed
with the Dahn Construction Company contract.
We anticipate the excavation and the ordering of product will begin m November.

Amcon CM would like to present the following information on Fire Station 112. We are
requesting action on the bid recommendation. The schedule is included for your
information.
BID RECOMMENDATION
On September 29' Amcon CM along with Vetter Johnson Architects and the City' of
Rosemount opened bids for Fite Station 42. Due to numerous reasons the bids tumed oul
to be unfavorable. Amcon CM is recommending that only the excavation and site
utilities contracts be awarded to Mahn Construction Company, LLC For a combined
amount of 110,969. We arc also recommending that this work be executed this fall. By
grading the site and installing the utilities it will allow the building construction to start
approximately 1 mouth earlier in the spring.
SCITEDUI.E
Frain now until the first part of January we will be working with the architect and the city
to value engineer the project into a price range that is acceptable without jeopardizing the
function or aesthetic value of the building. We plan to rebid the project in late January.
With most of the site work completed this fall we would start construction mid March
and complete by the end of October.
